The specific quote is “If you meet these requirements or feel like you qualify to adopt even though you do not meet all of the requirements above, please download our preliminary adoption application form and email it”
How does one “qualify to adopt” even though you do not meet all the requirements? Why should someone complete an application for a program that they clearly do not qualify for? We will leave the speculations up to our readers on that one.
