From Philadelphia, Pennsylvania, a lawsuit has been filed against a foster placement organization, Concilio, and the Public Defenders Association. A then-8-year-old girl was placed with a foster mother who did not reveal that she had a 14-year-old son living with her.The girl is suing over being allegedly raped repeatedly by the 14 year old over a 10 month period. According to the filed complaint, the boy pled guilty to rape charges in juveile court.
