CARINGS for India Adoptions

India launched a web-based management system for adoption called CARINGS (Central Adoption Resource and Guidance System) on February 14, 2011. This system will make the process easier for domestic adoptions and will aid in monitoring post-adoption.

Its goals are the following:
  • Facilitate expeditious and smooth adoption
  • Ensure transparency in the adoption process
  • Increase Accountability of implementing agencies
  • Create a network of stakeholders towards improved synergy
  • Maintain a National Database to enable effective policy making and research
“Under the new guidelines, the fees for domestic adoptions would be to Rs 45,000 and for foreigners, it would be $5000.” (Domestic adoption fees are approximately 989 USD.)

India was the 7th most common sending country to the US in FY2010. Actual numbers were down 18% from FY2009.
