Family Preservation: Training of Health Care Personnel in Uzbekistan UPDATED

Poverty and disability are two reasons that children are still placed in orphanages today.

“In 2007 [Dr. Murphy] was commissioned by Unicef – a world leader in protecting kids’ rights – to develop a modern child protection system.

And his work is now leading to large children’s institutions closing its doors, so children can remain with their families.”

This doctor’s solution is to train local health care professionals at 4 Uzbek universities about disabilities so that they in turn can help parents get the support they need to keep their disabled child.

“Among the success stories is 11-year-old Dima, who is severely physically disabled.

He faced going into an orphanage because his family couldn’t cope with his needs, but thanks to the training Dr Murphy has given local health professionals, his relatives can get the support they need and Dima can happily live at home.

Dr Murphy added: “It makes a huge difference to children to be cared for by their own families. Several hundred have not been institutionalised thanks to this project.”

Update:  US DOS issues an alert  on July 22, 2013. See it here and pasted below:

“Alert: decree amending the Civil Procedural Code concerning Courts appointed as adoption authorities to review domestic and intercountry adoptions

In May 2013, the Government of Uzbekistan issued a decree amending the Civil Procedural Code concerning Courts appointed as adoption authorities to review domestic and intercountry adoptions.  The changes will require the judicial system of Uzbekistan to implement certain procedural steps for reviewing adoption cases.  Because the details of these changes will not be known until the Cabinet of Ministers releases final procedural orders, prospective adoptive parents may face unexpected delays during the implementation of the new process.

Updated information about the new procedures will be added as soon as it becomes available.”

Uzbekistan is not  Hague county. It’s peak placement year to the US was 2008 with 19 children. There have been only 12 children placed to the US since 2008. Two children in FY2012 were placed to the US. The number of agencies with programs is astounding! We easily found SIX!
