Even though Texas CPS Policy states that relatives should be considered for first placement, Texas places children with other family members less than 50 percent of the time.

This article tells the story of 2 families burnt by CPS. One case is about an abusive biological father. The other about a mentally-disabled woman whose aunt was refused the right to adopt her niece. Both involve coercive methods of terminating parental rights on the part of CPS The second family is filing a lawsuit to undo the foster parent adoption.
