Ethiopian Document: February 2011 MOWA Letter to Court of First Instance

The PoundPupLegacy MOWA Letter PDF is the February 23, 2011 letter from MOWA to the Court of First Instance. This is the letter that prompted all of the 5-case-per-day articles and subsequent USCIS and DOS followup.

There are two points that we want to emphasize. First, throughout the letter, it explains that MOWA would like to move towards more family preservation activities.

Second, it does imply that they are aware of illegal adoptions and this is what is prompting them to scrutinize files more thoroughly.
