REFORM Talk’s International Adoption Disruption Survey
As an exploratory measure, we have been on the lookout to find information about international disruptions. We easily found information on 57 international disruptions over the past 6 months. Some date back a few years. As we stated in February about the DOS report that had disruption data “Table 4 lists disruptions as reported by states to HHS. This has to be the most pathetically-lacking table we have ever seen. Not only does this not even scratch the surface in total disruptions and dissolutions in the US, agencies are listed as unknown or not reported. The only thing this exposes is the joke that collection of disruption information and enforcement of its reporting really is.”
We have zero confidence in the DOS trying to collect this data. We have zero confidence that the adoption industry will collect this data as it would expose their faults. We remain hopeful that COA will try to enforce the collection of data as it is a Hague requirement, but we are not holding our collective breath. We need to first quantify the data if we have any hope to modify adoption procedures and postadoptive support.
With that, we are embarking on a one-year study to collect international disruption data from the public. The survey will be available from June 2011 to June 2012 with the option of extending it if necessary.
Our goal is publish the results with non-identifying data and get the attention of the media and COA to force the hand of COA, DOS and agencies to start requiring and providing appropriate levels of pre-adoption training and post-adoption support. We will take data from any member of the public who is aware of specific cases of international disruption since the beginning of international adoptions. US and Non-US data will be collected. We will forward non-identifying information on Non-US cases to any interested entity that can use the data to assist local adoptive parents or adoption reform efforts.

In addition to collecting this data, we will be slowly rolling out support resources this year as well.
The reporter of information does NOT need to be the adoptive parent who disrupted nor the adoptive parent that adopted from the disruption. We will require at minimum a traceable email address. We would prefer as much information about the case as is known. Names of children or adoptive parents will not be disclosed to anyone but the three adoptive parent owners of REFORM Talk that are collecting data.
Any entry with extremely vague information (like girl from Russia 2000) will not be included in the final results, but will be noted in a separate place in the report.
One survey per child disrupted will be required so in the event of disruption of a sibling group of 3, for instance, 3 surveys need to be completed. You may report as many cases as you know about.
There are only a few mandatory questions. If you do not know the answers to questions, just continue to the next question or click “unknown” option. We understand that this is sensitive information. Giving a child’s first name and last initial or partial names is acceptable. We are only collecting identifying information to distinguish among the cases.
For a case in which the child has disrupted only once, there are approximately 47 potential questions (only 2 are mandatory). The rest of the questions are for multiple disruptions for the same child and can be skipped over to the final open-ended questions.
We recommend if you are interested in completing the survey to first look at the questions in pdf form. The pdf that also includes questions for multiple disruptions for the same child is at REFORM Talk Disruption Survey PDF . In addition to using the pdf to preview and gather information, the survey can be printed and answered and/or can be mailed to anyone whom you think has information. Though a percent progress bar is located at the top of each survey page, know that 45% of the survey questions are for multiple disruptions only. For one disruption, the survey will go from 55% complete to finished.

HEADLINE….Illegal immigrant leaves 3 and 4 year old home alone to go on a date. She spent 4 and a half months in jail with a 35000 bail with no 10 percent option and 2 weeks in immigration holding before being bailed out. Has been out for approximately three months and has not completed parenting classes and therapist diagnosed her with being immature for her age. DYFS fights for her to be awarded temporary custocy after being in illegal grandmothers custody and it is granted. US ARMY father (sole financial provider for children) was able to be re stationed from Fort Lewis to Fort Dix with a guarantee of no deployment (after serving 1 year in Korea and 1 year in Iraq) to regain custody of children and turned down after renting a beautiful three bedroom home with all new furnishings for his children.

Thanks for sharing this case with us, Elizabeth. It is definitely a CPS overreach case from NJ and a father’s rights case. We will do a specific post on this and add to our petitions. This particular thread is for international adoptions that later get dissolved or disrupt.
