DOS Releases Fiscal 2011 Annual Report on International Adoption

Placement locations, statistics and their bizarre collection of 5 disruptions (4 from India and 1 from Philippines) are available in the 5-page pdf here. The total number of international adoptions to the US was 9,320, a 15.7% drop from the FY2010 statistic 11,059.

ONLY approximately 29% of placements were Hague convention cases!! So while there will be gnashing of teeth in the adoption industry over the NUMBER of placements, nonHague cases climbed from 46% (includes Haiti HP cases) to 71% of cases in this fiscal year. Of the 14 countries we list below that represent 61% of total cases, ONLY Colombia, India, Philippines and some of the China cases were under the Hague convention.  

The placing countries equaling or exceeding 100 placements to the US are as follows:

China 2,509…down from 3,401 in FY2010

Ethiopia 1,727…down from 2,513 in FY2010

Russia 970…down from 1,082 in FY2010

South Korea 736…down from 863 in FY2010

Ukraine 632…up from 445 in FY2010 and 610 in FY2009

Philippines 230…up from 214 in FY2010

India 228…down from 243 in FY2010

Colombia 216…down from 235 in FY2010

Uganda 207…up from 62 in FY2010

Taiwan 205…down from 285 in FY2010

Nigeria 148…down from 189 in FY2010

Congo 133…up from 41 in FY2010

Ghana 100…down from 117 in FY2010

Jamaica 100…up from 59 in FY2010

The top 5 remained in the same order ranking year to year. Taiwan dropped in ranking. Uganda moved into the Top 10 by more than tripling placements. Nigeria dropped to the eleventh-most placing country. Congo more than tripled their placements to the US. Jamaica almost doubled their placements.
