Azerbaijan Intercountry Adoption Statistics UPDATED

Azerbaijan is a Hague country. It is a country that had trafficking issues. The State Department currently does NOT have the country listed in on its website in its Learn About a Country tab. FY2011 DOS report  does not list any adoptions from Azerbaijan yet it does list that the median ASP Convention Fee is $18,780. In March 2007, DOS issued an advisory still seen here. The Embassy  says “Adoption  At this time the Department of State urges all U.S. citizens thinking of adopting in Azerbaijan to consider very carefully the likely difficulties and continuing uncertainty. Although adoptions are technically open, a number of U.S. adoption service providers have decided the situation is in too much a state of flux for them to operate comfortably. There are no guarantees that adoptions will be achieved on a regular basis and in a transparent manner.

Adoption Ark has an active program and is offering grants this month according to their blog and Twitter fourteen days ago http://twitter.com/#!/AdoptionARK/statuses/154987128776962048 Their “scope” says that they are a registered adoption service provider yet according to this they do not “refer or place children for adoption.”

International adoptions have been granted including at least one to the US this year. It is explained in this new Azeri article along with international adoption statistics.

“A few days ago the U.S. citizens adopted a defective Azerbaijani girl. The 3-year-old girl was thrown on, and she was undergone a brain bypassing surgery on some deflections, the State Committee for Family, Women and Children of Azerbaijan Vasila Movsumova told Trend on Thursday.

She noted this girl was adopted by an Azerbaijani family first, but later they refused due to her illness.
This year seven Azerbaijani children have been adopted by foreigners, five of whom are girls and two are boys. The children were adopted by the citizens of Russia, Turkey, France and the United States, she said.
According to Movsumova, in 2007-2011 under the mediation of the State Committee 15 families from Russia, Turkey, France, the U.S., Belgium, Ukraine, India, Ireland and other countries have adopted a total of 16 children.
She noted that the State Committee has received many applications for adoption from foreigners, but accepted only those whose documents are consistent Azerbaijani legislation and the Hague Convention on Intercountry Adoption.
Transfer of Azerbaijani children to the adoption of foreign citizens or stateless persons is done by the consent of the State Committee for Family, Women and Children.
The family, who takes the child up for adoption, is to produce to the Committee a report on life and living conditions of the child, his development, education, etc. every six months for three years at the request of the Committee.
According to Movsumova, these reports include photos and video which reflect the lives of children, as well as documents of the official authorities on health and lives of these children, which enable to see the living conditions of the child.
She said it was not recorded any fact of use of adopted children from Azerbaijan for criminal purposes.
These children are first offered to citizens of Azerbaijan for adoption, said Movsumova.
“But they refuse from a child if he/she has slight defect,” she noted. “But these are only slight deformities which can be eliminated by surgery and treatment. The Committee is much more interested in Azerbaijani citizens’ adopting the children.”

It is interesting that the DOS has no information on this Hague country yet at least two agencies list it as an open program and one is offering a grant yet “doesn’t refer”. Hopefully the number of clients signing on to this program are in line with the true number of children available.

Update: DOS still has no country information page, but Azerbaijan media has published the details of all 2011 international adoptions. Two US agencies for two children. Still no word on how many PAPs are waiting to adopt in these programs.

The statement came from chief of the department of the International Adoption of Children of the State Committee for Family, Women and Children Problems Vasila Movsumova, APA reports.

She said nine children were adopted by eight families. Four of them are the families of Russian Azerbaijanis. One of these families adopted two children. One of the children was adopted by the French citizen born in Tabriz. Two families that adopted children in Azerbaijan are from the US. They adopted two physically disabled children abandoned by their parents in Azerbaijan.
