How Could You? Hall of Shame-Andrew Duong case-child death

From Harpursville, New York, a 2011 case that we missed revealed that 19-month-old foster child Andrew Duong died on April 4, 2011.

“State police say a 19-month-old boy who accidentally drowned in an upstate New York pond had wandered out through an unlocked door at his family’s home.

Troopers say Andrew Duong and a 4-year-old child were under the supervision of an 18-year-old foster sister Monday afternoon when the boy wandered outside and walked to a nearby pond on the property in rural Harpursville, 15 miles northeast of Binghamton.

Authorities say he was later found in the pond by his foster parent, Marguerite Joyce, who arrived home while police were searching for the boy.

Andrew was taken to Wilson Memorial Hospital in Johnson city, where he was pronounced dead.

Troopers say an autopsy determined the cause of death to be accidental drowning.

Police say the Broome County Child Protective Unit was contacted. No charges have been filed.”
