Bulgaria Foster Care Placements Rise

The following is a new article about Bulgaria and how foster family placements have more than tripled since 2009. The news site has done the translation which is a bit odd and not flattering to international adoptive parents.

“The state institutions report that a growing number of children are adopted in Bulgaria. Foster care develops successfully either. 112 children were placed with foster families in Bulgaria in 2009 and in 2011 they were 391. However, Bulgarian and foreign adopters have different culture and mentality. They perceive an adoption differently. Speaking with the Themis program of Bulgaria ON AIR television station, Milena Parvanova, Director of the Directorate for International Adoptions at the Bulgarian Ministry of Justice, said it was not very nice to select the characteristics of a child when you want to adopt him or her. There is no confidence in the biological parents and there is heightened confidence in everyone who can replace them, even if they are adopters or foster families. That’s why you can witness the absurd of a child being placed with relatives of theirs without trying to return them to their biological parents. The truth is one – these children do not need clothes and chocolate, but encouragement and advice.    ”
