Ukraine Child Rights Envoy Calls for Signing of Hague Convention

“Pavlenko believes that Ukraine will ratify the Hague Convention on adoption.

“Currently, only consular employees should control the families, who adopted Ukrainian children and now live abroad. They do not have enough resources to fully monitor such families. There is a separate problem,” presidential envoy for children rights Yuri Pavlenko told ForUm.

According to him, more than 10 thousand Ukrainian adopted children live in the USA.

“I believe that we will ratify the Hague Convention, which provides for opportunity to receive the information from authorities in other countries. Today, this is not possible. So we will be able to use not only the information of consulate, but request necessary information from the authorities of the country to check the conditions in which our children live.”

“During the years of Ukrainian independence, 35 thousand children have been adopted, presidential envoy for children rights Yuri Pavlenko said at a briefing, ForUm correspondent reports.

“In 2011, more than three thousand children were adopted including 2114 by Ukrainians. In 2012, 352 children have been already adopted,” he informed.

According to Pavlenko, 44 adoptions were cancelled last year. “Of them, 15 adoptions referred to children under 6 years old. The reason was the child’s health. The main reason for the cancellation of adoption of children after 6 years old is bad relationships with adoptive parents,” he said.

According to Pavlenko, annually no more than two cases of cancellation of adoption happen due to the domestic violence registered by social workers.”
