Russia Requests Detailed Report from US on Adoptees’ Living Conditions

“Russia will request a detailed report on the living conditions of adopted Russian children in American families, children’s ombudsman Pavel Astakhov said Monday.


“We are to file a request for the US to prepare a detailed report about [adopted Russian] children living in America,” he said, noting that the US has already asked for additional round of talks on the procedural aspect of the matter.

Mr. Astakhov has stressed the US isn’t stalling for time. On the contrary, he argued, this reply is a positive sign that Washington is interested in comprehending the mechanism of this procedure.

“I hope this round of talks will conclude in autumn and we’ll be sent the report,” the children’s rights commissioner added.

A bilateral US-Russia adoption agreement, signed in Washington in July 2011, requires that potential adoptive parents receive adequate training, for which they are awarded a special certificate. After the adoption, the foster family is to send Russia regular reports on the child’s living conditions and progress.”
