Kyrgyzstan Missing Children Group Wants Access to Information on Internationally Adopted and Current Adoption Database Children

They are concerned that some of the missing children have been internationally adopted or are being listed in the current adoption database.

“Kidnapping of a child in Kyrgyzstan and selling him or her abroad on forged documents is quite possible,” Bakyt Egemberdiyev, Chairman of the Public Movement Parents Search for Missing Children Kyrgyzstan said at a press conference in 24.kg news agency today.

According to Egemberdiyev, there were some facts, when despite suspension of the foreign adoption procedure, people tried to hand children, having biological parents, over to the foreign families. “Therewith, nobody of the persons involved was taken accountable for it. We wanted to study documents of 236 children, adopted by foreigners from 2004 till 2008 and also look at photos of 304 under aged, included in the data base of children, available for adoption. However, officials of the Social Development Ministry do not give us such information, referring to secrecy of adoption. We demand removing the secrecy label to make process transparent and open, in order the society to know where and in what number the children are sent to. If we even are not allowed see photos of kids, there are doubts, that some of missing children are among them. Perhaps, some of them are dead already,” Bakyt Egemberdiyev said.

He added that monitoring of adopted by foreigners children has been carried out only once in 2009. “Then currently arrested Gulnara Derbisheva together with a deputy Damira Niyazalieva and other official of the ministry went to the USA to control life of 139 children. They were given three days for all! Clear what they were doing there,” Bakyt Egemberdiyev added. ”

“In Kyrgyzstan there are points of sale of children of different ages. Chairman of the public movement “Parents search for missing children” Bakyt Egemberdiev told today at a meeting of the Committee of the Jogorku Kenesh on legality, law and order and combating crime.

“At these points you can buy a child for 7-8 thousand dollars and get all necessary documents there. They even gave a guarantee to newborns 10 days“, said B. Egemberdiev.

He also added that there are also cases of sale of children for organs.”

“In Kyrgyzstan, 40 children are considered to be missing as the chairman of Parents Looking for Missing Children in Kyrgyzstan public association, Bakyt Egemberdiev, told journalists today.

According him, 157 facts of children’s loss across the republic were recorded in 2011. “14 children are still not found. 27 facts of minors’ loss were reported since the beginning of 2012. Such figures are alarming for the small country. Children’s search system is not developed; there is no interaction amid all security ministries. One of steps toward changing the situation can be opening children’s trust line. Often children have nowhere to apply in case of tight situation, and they suicide,” said Bakyt Egemberdiev.”

Families with missing children do not know where to register their concerns and police do not act.

“We requested Bishkek city council to hold public hearings. But acting chair of the council Ms. Valentina Lesnichenko decided May holidays are more important than this extremely important issue. When, on April 23, Bishkek city council gathered small commission, a child missed in Ak-Ordo residential community. His relatives didn’t know where to apply while law enforcement agencies worked ineffectively. The child was found dead on April 27,” said Nazgul Turdubekova.

“Juvenile Department of the Chief Criminal Investigation Office under the Interior Ministry shows bad results as all law enforcement agencies. Issues on children’s protection are not priority-oriented in the agenda,” Nazgul Turdubekova emphasized. “We decided to carry out a press conference because law enforcement agencies and the city council do nothing.”
