From Cameron, Ontario, Canada, foster parent Richard Fildey, 44, was charged with “sexual interference, sexual assault and sexual exploitation” of a foster daughter. She reported the abuse to authorities in November 2011. The abuse is alleged to have occurred in 2003/2004. His court date is November 21, 2012.

Update: “A former Children’s Aid foster parent in Prince Edward County has been convicted of sex crimes against a foster child.

Richard Fildey, 46, of Cameron, Ont. was found guilty of sexual assault, touching a person under the age of 16 for sexual purpose and sexual exploitation by Justice Wolf Tausendfreund in Picton court Thursday.

Charges laid against Fildey in 2012 stem from incidents involving an 8-year-old foster girl that occurred in Bloomfield from 2003 to 2004.

Tausendfreund is scheduled to sentence Fildey in Belleville court on Tuesday, Aug. 19.

Prince Edward OPP Const. Kim Guthrie said back in November 2012 those charged – Fildey and three others – are no longer foster parents and charges stem from their time serving the Children’s Aid Society of Prince Edward.

The historical cases involve three female complainants and allegations of sexual assault and child pornography dating back more than a decade.”

Update 2:” Former Children’s Aid foster parent, Richard Fildey, will spend the next 30 months behind bars for sex crimes he committed against a foster child.

Justice Wolf Tausendfreund sentenced the 46-year-old Cameron, Ont. man in Quinte Courthouse in Belleville Tuesday.

Fildey was found guilty of sexual assault, touching a child under the age of 16 for sexual purpose and sexual exploitation by Tausendfreund in Picton court June 26.

Charges of sexual interference, sexual assault and sexual exploitation laid against Fildey in 2012 stem from incidents involving an eight-year-old foster girl that occurred in Bloomfield, Prince Edward County between June 6, 2003 and Aug. 20, 2004.

In addition, Fildey faces a ten-year weapons prohibition, his name will be put on the national sex offender registry for life and a sample of his DNA will be on file.

Prince Edward OPP Const. Kim Guthrie said, back in November 2012, charges stem from his time serving the Children’s Aid Society of Prince Edward, now part of Highland Shores Children’s Aid, in Picton.

The victim impact statement read in court showed a victim dealing with serious depression, trust issues and difficulty with relationships.

Defence attorney David Hobson stated his client claims innocence and has been fired by his Belleville employer due to his conviction.

The eight-year-old girl and her 10-year-old brother were removed — “without prior notice,” said Tausendfreund — by the Children’s Aid Society from their school in Bloomfield in June 2003.

“They were taken into care and placed into the Bloomfield foster home of Fildey’s and his wife Sherri,” added Tausendfreund when he delivered his decision in June.

The judge stated the young victim has since changed her last name. He noted the eight-year-old girl stated that within two to four weeks of her arrival at Fildey’s home, Richard Fildey would enter her room at or about 6 a.m. upon his return from work.

“She described his visits as a frequent pattern that continued during their entire 14-month stay in the Fildey home. Each visit to her felt like an hour,” stated Tausendfreund.

The judge explained in his decision how Fildey — who would be either wearing shorts or underwear — would ask the young victim to either take her pajamas off or he would remove the pajamas himself.

“Her bed was against the wall and the accused would have her lie facing the wall,” said Tausendfreund.

“(…) he would climb into her bed lying next to her with her back against his front. He then generally fondled her entire body, including her genitals.”

Tausendfreund added the victim could not recall where Fildey had penetrated her, but she stated that it “might have” happened.

“He asked her to touch him and to pleasure him orally,” stated the judge.

Tausendfreund noted the foster child didn’t have a good relationship with the Children’s Aid Society workers. He said she was asked periodically by those workers to read and sign a document titled ‘Children’s Rights”.

“I fail to understand how an organization would believe that an eight or nine-year-old child would understand any of this,” he told the court in June.

“I cannot comprehend how an eight or nine-year-old child would talk about words such as ‘corporal punishment,’ would know what a lawyer was all about, would know what her rights were or might be.”

The victim and her brother left the Fildey home in August 2004 and were placed in the care of a Picton foster home.

“At least, for her, it was not a happy stay in either home,” said Tausendfreund.

The sister and brother were put into their third foster home, back in Bloomfield, later that year.

At age 16, around Christmas 2010, the victim refused when the Children’s Aid Society wanted to move her to a fourth foster home.

The victim mentioned to her foster parents (third and final family) she had received two late-night Facebook requests from her former foster parents, which prompted her to disclose what had happened to her in Fildey’s home.

Calls to the Highland Shores Children’s Aid’s Belleville and Picton’s offices haven’t been returned as of 3:30 p.m. Tuesday.”
