How Could You? Hall of Shame-Pamela Ann Fahy UPDATED

From Hokah, Minnesota, foster mother and special needs teacher Pamela Ann Fahy, 43, was charged on September 3, 2013 with third-degree criminal sexual conduct with a 13-year-old boy.
“Pamela Ann Fahy also resigned Tuesday from the La Crescent-Hokah School District, where she worked as a paraprofessional for nearly six years, and had two children removed from her foster home.
“We’re certainly surprised and shocked,” said La Crescent-Hokah superintendent Ron Wilke, who confirmed Fahy’s resignation and tenure. “That’s all I can say really at this point.”
Fahy worked with special-needs students in preschool and elementary school grades. There have been no reports of any wrongdoing with the children she worked with, Wilke said.
“We have no reason to believe there’s any connection between the allegations … and any student in our district,” he said.
All district employees undergo criminal background checks in Minnesota and Wisconsin before they are hired. Because Fahy’s record was clean, there’s little the district would have done differently, Wilke said.
Fahy is also a licensed child foster care provider in Minnesota. Houston County officials removed two children from her care in light of the charges, said Jerry Kerber, inspector general at the Minnesota Department of Human Services.
“There is nobody receiving service in her home,” Kerber said.
Fahy’s foster care credentials were set to expire Sunday, but are still active for a 30-day renewal process. That’s the grace period given to all renewals, but Kerber said state officials will watch how Fahy’s case unfolds before making a decision.
Fahy has had no prior complaints filed against her, nor has she been subject to any investigations since 2004, when her first license was approved, according to the department.
Fahy, who was approved to watch up to three adults and three children as a foster care provider, underwent “the most stringent of our background check studies,” Kerber said. That included a fingerprint-based federal background check, and examining any records of child abuse going back five years. [Daily Mail says she has a mobile home. “We’ll be watching closely the outcome of the criminal process,” Kerber said. “And then we’ll evaluate any information we receive and act accordingly.”
Fahy was arrested Sunday after a man returned to his Winona County residence and saw her run out of his son’s bedroom naked from the waist down, according to court documents filed Tuesday in Winona County District Court.
During a 20-minute discussion with Fahy and the boy, the two admitted they had been having sex when he discovered them, at which point the man notified law enforcement, according to court records.
The boy subsequently told Winona County Sheriff’s Department investigators he and Fahy had been having sex for months in multiple locations in Winona and Wabasha counties, and Fahy also admitted to the behavior to investigators, according to court records.
Fahy was released Tuesday on $20,000 conditional bond and her next court appearance was set for later this month. If convicted, she could face a maximum sentence of 15 years in prison and $30,000 in fines.
The sheriff’s department referred a first-degree charge of criminal sexual conduct on Sunday; the Winona County Attorney’s Office revised it Tuesday to the third-degree charge.”

Update:“A Hokah woman now faces an additional count of criminal sexual conduct related to contact she had with a 13-year-old boy in Winona County, according to court documents.
The new third-degree count against Pamela Ann Fahy, 43, stems from further investigation into Fahy’s behavior with the boy. The former elementary school paraprofessional and foster parent was charged with third-degree criminal sexual conduct in September after admitting to multiple instances of intercourse and oral sex, according to court documents.
According to the most recent charge, filed in Winona County District Court, the boy said Fahy initiated their first encounter when he visited her in her trailer.
Shortly after the first charges were filed, Fahy resigned her position with the La Crescent-Hokah School District, and two foster children were removed from her home.

The alleged sexual conduct happened off of school property.
School Superintendent Ron Wilke confirmed Fahy’s resignation.
