From Alto, Michigan, a former licensed counselor and adoptive parent and foster parent, Jeffrey Marchione,48, plead “guilty to owning and distributing more than 44,000 images and videos of child pornography.” The”foster parent to 29 children was sentenced today to 30 years in federal prison.”

“U.S. District Judge Robert Jonker said the collection is the largest collection of child pornography he has ever seen in a single case.

Marchione was arrested in August of 2012 after a F.B.I. investigation found Marchione having online discussions about having sexual contact with young boys.

He will also be sentenced later this month on a state charge of having oral sex with a teenage boy.”

“Jeffrey Marchione was sentenced in federal court Thursday to 30 years behind bars for child porn possession.

Marchione, 47, of Alto pleaded guilty to having images of child porn on two laptops and a thumbnail drive and admitted to sending those images to people out of state.  He was also ordered to pay fines and restitution of $5,500.

The federal indictment came down in July alleging that Marchione had more than 42,000 images of child porn on his computer as well as a manifesto on how to molest young boys.

The indictment and resulting court documents said, “The document instructs people, specifically men, to become mentors, coaches or counselors in their local community to find a child to molest.”

Marchione had been a parent and foster parent to more than 20 children when the allegations surfaced.  As part of  a federal plea agreement, he also agreed to plead guilty to a third-degree criminal sexual conduct charge in Kent County involving a teen he once mentored.

As part of the plea deal, any state charges from the Kent County CSC case would run concurrent with the sentence in the federal pornography case.  He is scheduled to be sentenced for the state charges April 14.”

“An Alto man who allegedly possessed 32,000 images of child pornography has cared for 29 children over the years: biological children, children he and his wife adopted, exchange students and foster children.

Jeffrey Victor Marchione also worked as a counselor in Grand Rapids where he was in contact with many children, an FBI special agent testified Tuesday, July 16.

“I see the defendant has surrounded himself with children all of his life,” U.S. Magistrate Judge Joseph Scoville said.

“Either he’s Mother Teresa or he has an unhealthy interest in children. Pretty clearly, the latter.”

Marchione is accused of distributing child pornography and advertising on the Internet to add to his collection.

A federal prosecutor asked Scoville to lock up Marchione pending trial after the FBI recently learned that Marchione allegedly molested a 12- or 13-year-old boy a couple of years ago.

But Scoville said federal law required prosecutors to move for detention of a suspect at the initial court hearing. Prosecutors in June did not oppose Marchione’s release.

“The government is not entitled to seek detention thereafter,” Scoville said. “You can’t ask to open a hearing that never happened in the first place.”

Marchione was not accused of violating any bond conditions. The judge, however, added conditions to his release. He will be on home detention, with GPS to track his movements.

Special agent Aaron Bartholomew said that Marchione worked as a counselor and as a mentor over the years. One of the boys he mentored recently came forward and told the FBI that Marchione molested him two or three years ago.

Bartholomew also said there are indications Marchione could be suicidal. Police raided his home last August.

A daughter and three sons declined to comment after the hearing.”
