How Could You? Hall of Shame-Canada-Manitoba Foster Parent

This will be an archive of heinous actions by those involved in child welfare, foster care and adoption. We forewarn you that these are deeply disturbing stories that may involve sex abuse, murder, kidnapping and other horrendous actions.

From Manitoba, Canada, “a Manitoba foster parent has admitted to years of sexual abuse against a teen girl placed in his care by Child and Family Services.

The accused, who can’t be named in order to protect the identity of the victim, pleaded guilty this week to sexual interference for incidents that occurred between 1994 and 1997 in Fisher River.

He will be sentenced later this spring following completion of a court-ordered report that looks at his background, including his aboriginal upbringing. His lawyer has put the court on notice he may seek a reduced sentence based on the Gladue factors as outlined by the Supreme Court.

The victim was 14 when she began living with the accused and his wife. She left the home three years later at the age of 17 when the accused and his wife separated.

The accused admits repeatedly attacks on the girl that began with fondling her in the kitchen and progressed to full intercourse. The victim didn’t come forward to police about the incidents until 2011.

Crown and defence lawyers told court this week they will not be making a joint-recommendation on a sentence.”
