How Could You? Hall of Shame-Elizabeth Williams UPDATED

From Wilson, Oklahoma, ” Wilson police were called …on a domestic complaint [on July 4th] against DHS employee and Foster Parent, Elizabeth Williams.

That’s when police say that employee’s son and husband told police she was having sex with their 16-year-old foster son.

“During the investigation it was disclosed she was having a sexual relationship with her foster child,” said Captain Kevin Coley of the Wilson Police Department.

The 36-year-old woman’s name is not being released because the case is still under investigation. She told police she had already turned herself in days earlier.

“She admitted to me that she had already turned herself into the employee hotline,” Coley said.

DHS says they’re taking a close look at the allegations.

“The employee remains on paid leave pending the outcome of the agency’s internal investigation,” Katelynn Burns said, spokesperson for the Oklahoma Department of Human Services.

Wilson police says they don’t know where the teenager is and they’ve registered him as a runaway in a national database.

“But we also are trying to locate this child,” Coley said.

But, when News 12 called DHS, Burns told us this:

“The foster child is safe and has been moved from that house,” she said.”

“The Carter County District Attorney’s office and Department of Human Services is investigating alleged inappropriate misconduct between a DHS worker and a foster child in her care.

A report was turned over to the DA’s office Monday morning regarding a domestic violence call that took place the morning of July 4. During interviews at the residence, a statement was made that Elizabeth Williams, an employee with DHS, had carried on a sexual relationship with a minor who was her foster child. When asked about the allegation by Capt. Kevin Coley of the Wilson Police Department, Williams admitted to having a sexual affair according to the police report. The report said Williams said she had contacted the DHS employee hotline on June 29 and DHS was sending out a social worker on Monday (July 6) to conduct an investigation.

“They wanted to conduct their investigation before making it a criminal investigation,” the report stated.

District Attorney Craig Ladd confirmed his office had received the report Monday morning and the allegation is under investigation.

DHS Communications Manager Katelynn Burns provided a statement from DHS, which says, “The Department of Human Services is currently investigating allegations of an improper relationship between a DHS employee and a foster youth under her care. Upon learning of the allegations, DHS determined it was also appropriate to contact law enforcement. The employee remains on paid leave pending the outcome of the agency’s internal investigation.”

Wilson Police Chief Felix Hernandez said the foster child had been placed in a shelter in Ardmore but had since run away. Hernandez said it is believed the youth, who recently turned 16, is in Wilson and the department is looking for him to take his statement.

The police report indicated there was a history of issues at the residence. Coley reported that the home had been reviewed by DHS on several occasions prior to the placement of the foster child and said there had been many calls for civil standbys and to assist on out-of-control children at Williams’ residence.

In terms of how DHS monitors foster children, Blaine Dudley, DHS director for child welfare services, said the department is required to make regular visits and the main goal is to reconnect the child with its biological relatives. The number of visits can be twice a month or as many as warranted.

He said the way it is set up, DHS contracts a lot of its foster homes out but DHS checks the home as well as the contractor.

Dudley was unable to comment directly on Williams’ situation.”

Update:“Charges have been filed against the woman accused of having a sexual relationship with her foster child.

Elizabeth Williams, 36, was fired from her job at the Department of Human Services after police say she admitted to having sex with her 16-year-old foster child.

“First of the investigation, she said that it was consensual and that it just happened,” Wilson Police Captain Kevin Coley said.

Coley says on July 4, he responded to a report of a domestic dispute at a home on Hugo Street.

He says a child told him the entire family was fighting, but Coley says it’s what they were arguing about that became the real issue.

“But, during the investigation the mother admitted to having inappropriate relations with the foster child in the house,” Coley said.

Something Williams had already told to DHS, and was put on paid leave.
Coley says the foster child was taken into protective care.

“An interview was conducted at C Sara at which point we were able to get a full confession of him,” Coley said.

Coley says the child told them the sex was consensual, but District Attorney Craig Ladd says that doesn’t matter.

“Even though this individual was 16-years-old, he was under the custody and or supervision of a state agency of which she was employed,” Ladd said.

Williams was fired last month.

In a termination letter, DHS says the relationship “…discredited the agency and constitutes conduct unbecoming a public employee…”

“Arrangements are being made as we speak to schedule a court appearance later this week,” Ladd said.

If convicted, Williams faces up to 15 years in prison.”

Update 2:“The woman charged with having sex with her 16-year-old foster chid [sic]entered a guilty plea on Tuesday.

Elizabeth Williams, 37, pleaded guilty to second degree rape.

Officials say she’ll serve 1 year in prison and 9 more on probation.
Williams was an employee with the Department of Human Services and a foster mom for DHS at the time she had sex with her foster child.

She was fired from her job in July and the child was put into protective custody.

Williams will start her sentence on May 21.”
