From Clear Spring, Maryland, foster parent Vernon Gene Rohrer Jr.,48, “has been charged with sexually abusing a 14-year-old, the Washington County Sheriff’s Office said.
The Washington County Sheriff’s Office was contacted by Washington County Child Protective Services on Oct. 26 in reference to a child sexual abuse case. A foster parent, identified as Vernon Gene Rohrer Jr., of Clear Spring, had attempted suicide and left behind notes which led investigators to believe that Rohrer was sexually abusing a child in his care, authorities said.
Investigators interviewed the 14-year-old foster child and determined that Rohrer had sexually abused the child. The exact dates of the abuse were not known, but the child was placed in the home in June [2015], authorities said.
Rohrer was charged with sex abuse of a minor, sexual solicitation of a minor, two counts of third-degree sex offense and perverted practice.
Rohrer is being held at the Washington County Detention Center on a $250,000 bond.”

Update:“A Washington County man whose attempted suicide last year led him to being charged with molesting a teenage foster child entered an Alford plea Tuesday in Washington County Circuit Court to sexual solicitation of a minor.
Circuit Judge M. Kenneth Long Jr. sentenced Vernon Gene Rohrer Jr., 49, to 10 years in prison with all but 14 months suspended.
Rohrer has been in the Washington County Detention Center since November 2015, but the judge noted that he will likely be released soon.
After his release, Rohrer will be on five years of supervised probation, can have no unsupervised contact with the victim or other minors, and must register as a sex offender for 25 years.
Long also ordered that Rohrer can no longer be a foster parent.
An Alford plea is not an admission of guilt, but an acknowledgment by a defendant that the prosecution has sufficient evidence to gain a conviction.
Charges of sexual abuse of a minor, third-degree sex offense and perverted practices were dismissed as part of the plea.
The Washington County Sheriff’s Office began investigating after Rohrer attempted suicide at his home in western Washington County on Oct. 25, 2015, according to the application for statement of charges.
Rohrer had left notes for both his wife and the teenage boy, the charging documents said.
“I can’t go on living a lie. I love you with all my heart,” the note to the boy read, which Rohrer signed “Alfred,” the documents said.
Assistant State’s Attorney Sarah Mollett-Gaumer said in court that Rohrer and the boy used nicknames from “Batman,” with Alfred being the name of Bruce Wayne’s butler.
Two days after the attempted suicide, investigators interviewed the boy, who said Rohrer wanted him to sleep in his bed while his wife was out of town, the documents said.
On the day of the attempted suicide, Rohrer gave the boy items from the house, some cash and then was found passed out in the kitchen from an apparent overdose of pills, the documents said.
The boy told authorities that Rohrer had touched him inappropriately and asked to perform sexual acts on him, and did so on one occasion in the summer of 2015, the documents said.”
