From Cape Town, South Africa,”the Western Cape Social Development Department has refuted claims it placed a seven-year-old girl in a foster home where she was allegedly raped.

A media report suggests the State had failed to adequately place and protect the child in the foster care system.

A 30-year-old man has been arrested for allegedly raping the girl in Cloetesville outside Stellenbosch.

Social Development MEC Albert Fritz says the girl was never formally placed by the department.

He claims the girl was placed in an arrangement between the child’s biological mother and the foster parents.

Fritz says the formal foster care system has checks and balances in place, designed to avoid such incidents.

The department has now taken the girl to a place of safety.”
