From Palm Beach, Florida,  Mark Wills, 45, “ordered” a “mentally disabled” 18-year-old woman “to walk around her home in the nude, restrained in leather and chains, and was told to pose naked for a webcam for money as punishment, according to a Palm Beach County sheriff’s report.”

“On Tuesday, Mark Wills, 45, admitted to the abuse but told investigators he only did it because the teen did not respond to any other form of discipline.

The case began in February after several people who knew the disabled 18-year-old woman went to Jupiter police with concerns for her well-being. The case was turned over to the Florida Department of Children and Families, who removed the woman from the home.

It’s unclear if Wills is related to the woman. The 18-year-old’s exact disabilities are redacted from the report.

After she was placed in a group home by DCF, the teen told investigators Wills created “house rules” as a discipline system for when she would lie or issues with homework. The teen said she was not allowed to wear clothes and sometimes restrained in chains. She said Wills threatened to have the teen be pierced in a sexual manner as further punishment, according to the report.

Though Wills was a truck driver and hardly ever at the home, the teen said she still had to comply with “house rules” and was ordered to send nude photos of herself to Wills to prove her obedience, PBSO said.

An unidentified woman in the home told investigators she knew the teen would walk around the home naked, but didn’t know if was punishment. The teen said she told the woman but that she did nothing to stop it, according to the report.

“I don’t know why I didn’t do something to be honest,” she told investigators.

It’s unclear if the woman faces charges as well.

On Tuesday, Wills told investigators he did discipline the teen with the restraints.

In court Wednesday, Judge Joseph Marx orderd Wills be held on $150,000 bail at the Palm Beach County jail on charges of lewd behavior on a disabled adult and mental abuse of a disabled adult.

“The whole thing is disturbing,” Marx said in court.”
