DOS Notice: Romania
On June 20, 2016, the following Notice was issued here:
“Notice: Romania’s Central Authority Grants Adoption Service Providers the Authority to Release Specific Information to Prospective Adoptive Parents.
The National Authority for the Protection of the Child’s Rights and Adoption (Romania’s Central Authority) reported to the U.S. Embassy in Bucharest that it would allow adoption service providers (ASPs) to release the following documents to prospective adoptive parents (PAPs) for the limited purpose of allowing the PAPs to review the proposed match and filing the Form I-800,Petition to Classify Convention Adoptee as an Immediate Relative, with U.S. Citizenship and Immigration Services:
- The adoptee’s birth certificate
- Civil decisions approving initiation of the adoption process from the competent court of Romania
Romania requires ASPs to confirm in writing that the PAPs understand that the documents listed above may only be used for the limited purpose of reviewing the matching proposal and filing the Form I-800, Petition to Classify Convention Adoptee as an Immediate Relative, with U.S. Citizenship and Immigration Services.
The U.S. Embassy continues to work with the Government of Romania to ensure that appropriate safeguards exist to protect prospective adoptive children, their birth parents, and PAPs, and to promote transparency and information sharing in the intercountry adoption process.
