US DOS Notice: Cambodia

From US DOS on December 7, 2016,

“Notice: Domestic Adoption by Foreigners Residing in Cambodia Limited to Persons Having Permanent Resident Status

 

The Royal Government of Cambodia is not processing intercountry adoptions with other countries at this time, and the Department of State is not able to issue Hague Certificates for adoptions from Cambodia.  However, the Department continues its efforts to work with the Government of Cambodia to resume intercountry adoption. For more information about the Department’s engagement, please refer to our February 18, 2016 adoption notice, Update on Status of Intercountry Adoptions from Cambodia.

Additionally, the Ministry of Justice (MOJ) has stated existing Cambodian law prohibits foreigners from adopting domestically unless they are permanent residents of Cambodia. According to the MOJ, permanent residency is granted when the foreigner acquires Cambodian nationality. For more information about how one may acquire Cambodian citizenship, please refer to the Council for the Development of Cambodia’s information on Cambodia’s Law on Nationality.
