This was a missed case from 2016.
From Temple, Texas, “authorities are investigating the death of a 3-month-old boy who died in a Temple foster home Saturday.
Julie Moody, spokeswoman for Child Protective Services, said Residential Child Care Licensing is investigating the death of the child and the foster home while CPS is investigating the biological family.
At about 5:35 p.m. Saturday the Temple Police Department went to a home in the … for a nonresponsive child call.
The caller said the 3-month-old boy wasn’t breathing and CPR was being done, Temple Police spokeswoman Shawana Neely said Monday.
Officers and personnel from Temple Fire & Rescue came to the home but weren’t able to get the infant to breathe.
Bell County Justice of the Peace Ted Duffield pronounced the infant dead and said Monday that he saw no indication of foul play. He ordered an autopsy at the Southwestern Institute of Forensic Sciences in Dallas because state law requires an autopsy when a child younger than 6 dies, Duffield said.
Infant removed because of family problems
The removal affidavit sheds light on why the infant was initially taken from the parents’ home.
A Feb. 11 report was made for neglectful supervision because the mother allegedly tried to commit suicide while caring for the infant. The mother said she felt negative auras around her and put a belt around her neck so she would pass out and get rid of the negative spirits.
A second report of neglectful supervision was made on Feb. 15 when a physical altercation reportedly happened while the infant was there, the affidavit said. Use of marijuana in the home was reported.
The mother denied any physical altercation happened and said she was on medication that made her feel better. She admitted using marijuana to calm herself down.
The father said no violence happened and said his son was safe in the home. He said the last time he used marijuana was in November 2015.
However, the mother was jailed on Feb. 16 after she allegedly started a fight. The mother said she was beaten up by the infant’s father and his uncle, but the officers didn’t believe her. She had a large bruise on her forehead, a bite on the back of an arm and bruises on her arms. She admitted being previously abused, the affidavit said.
The removal affidavit said the mother tested positive for benzodiazepines (also known as Valium and other names) at the infant’s birth and had no prescription for them.
An emergency order was filed on Feb. 16 by CPS to remove the infant from the home because it felt he was in danger, drugs were being used and the mother had mental health issues, the affidavit said.
Detectives are investigating the circumstances surrounding the baby’s death. Anyone with information can call the Temple Police Department at 254-298-5500, Neely said.
Foster home licensed to Waco ministry
The foster home was licensed by Arrow Child and Family Ministries of Texas in Waco, Moody said.
During the last two years, 2,720 standards for Arrow Child and Family Ministries in Waco were evaluated for compliance, and 13 deficiencies were found during 27 inspections, according to the Department of Family and Protective Services website.”

“Temple police said no foul play occurred in the death of an area 3-month old on Saturday.
Initial autopsy results from the Dallas County Medical Examiner’s Office confirmed there was no foul play.
Police say officers responded to a home in the… around 5:30 p.m. after getting a call about an unresponsive child on Saturday.
The caller told police that the baby was not breathing and CPR was in progress.
Officers and Temple Fire and Rescue personnel arrived on scene but were unable to resuscitate the 3-month-old boy.
The child was pronounced dead at the scene, and an autopsy was performed at the Dallas County Medical Examiner’s Office.
The foster home is registered to Arrow Child and Family Ministries of Texas.
The nonprofit’s CEO, Scott Lundy, says the boy’s caretaker, who has more than 25 years of experience, told police the baby had stopped breathing while taking a nap.
Lundy says there were no indications of foul play and calls the boy’s death a “tragedy.”
He says his nonprofit is fully cooperating with police and the Department of Family and Protective Services.
Detectives are currently investigating the circumstances surrounding the death.
