From Gadsden, Alabama, foster father “Donald Eugene Kelley, 49, of Rainbow City, turned himself in at the Etowah County Detention Center after Det. Je’Michael Bonner obtained a warrant charging him with second-degree sodomy.
The investigation began in November, after the Calhoun County Department of Human Resources filed a report with Rainbow City police alleging the sexual abuse of a male juvenile over a long period.
Kelley had access to the boy as a foster parent with Seraaj Family Homes, described by its website as a network of therapeutic foster homes.
The investigation led to warrants. According to Alabama law, a person commits the crime of sodomy in the second degree if he, being 16 years old or older, engages in deviant sexual intercourse with another person less than 16 and more than 12 years old.
The investigation — including a forensic analysis of Kelley’s electronics — is ongoing. Additional charges could be forthcoming, Horton said in a press release.
Many agencies have been involved in the investigation, including Rainbow City Police Department, Calhoun County Department of Human Resources, the Etowah County Department of Human Resources, Seraaj Family Homes, Calhoun/Cleburne Children’s Center, Calhoun County District Attorney’s Office, Southside Police Department, Gadsden Police Department’s Identification and Evidence team, the U.S. Marshals Service Gulf Coast Regional Fugitive Task Force and the Federal Bureau of Investigation.”
