How Could You? Hall of Shame-Samuel Brummet Jr case-Child Death
This will be an archive of heinous actions by those involved in child welfare, foster care and adoption. We forewarn you that these are deeply disturbing stories that may involve sex abuse, murder, kidnapping and other horrendous actions.
From Phoenix, Arizona, an old case has resurfaced. On May 1, 2017, foster child 3-year-old Samuel Brummett, Jr. died.
In”April of 2017, he was sent to live with family friends because of suspected neglect by his parents. One month later, he was dead.
“I didn’t know what had happened at that time,” Rife said.
Samuel spent a day at Phoenix Children’s Hospital on life support before he died. The Maricopa County Medical Examiner’s report showed he died from complications from the flu. But the doctor who did the autopsy could not list a manner of death.
“When you list it as unknown, that leaves you to wonder what else is going on? What happened?” Rife said.
Rife knows something else happened. And the report is clear, he was running a fever and was sick for a week and was not taken to a doctor. According to the report, an appointment with a pediatrician was made, but not kept. It also said he had bruises and other injuries from head to toe that were “strongly suggestive of non-accidental trauma.”
“It was a beating. You can’t get those bruises like that unless you’re being hit repeatedly and repeatedly and I don’t know how you can do that to a three-year-old or to any child for that matter,” Rife said.
Friday afternoon we found out the case will move forward. Sgt. Joaquin Enriquez of the Maricopa County Sheriff’s Office said the department will be “submitting this case to the Maricopa County Attorney’s Office for review for possible child abuse charges.”
We reached out to Maricopa County for clarification on why the manner is listed as undetermined. County spokesperson Fields Moseley said the medical examiner could not comment on the case, but provided this statement:
The manner refers to the circumstances surrounding a person’s death and that can change as more information becomes available.
“It’s hard to think that someone who did that to your own grandchild is out there wandering the streets,” Rife said. “Living their normal life when Sammy didn’t get to live a normal life. His life got taken away from him.” ”
Grandmother wants justice for Phoenix toddler who died in foster care
[ABC 15 9/22/18 by Angie Koehle]
“He was on life support for two days at Phoenix Children’s Hospital. An autopsy showed he died from flu complications, but also show he was covered in bruises. The boy’s biological mother told us about his injuries last year.
“My son looked like he was beaten and they could not tell me if he was going to make it or not,” Nikki Rife said shortly after the boy’s death.
Rife told us the boy was placed in a foster home with family friends in Wittmann after Rife and Samuel’s father were accused of neglect. She said he was there for about three weeks and she was attempting to regain custody of him.
According to the medical examiner’s report, he was sick and was running a fever for a week before he died, but wasn’t given medical attention until one of his caregivers flagged down an ambulance in the neighborhood.
The medical examiner noted bruises all over his body, broken nail beds and other injuries. The doctor also noted how the foster mother allegedly admitted to using “aggressive discipline” and biting the boy’s fingers and toes. His caregivers reportedly said the bruises were from him being a clumsy child.
The report went on to read: Other children in the household reportedly observed the decedent being hit by foster mom. Samuel is described as aggressive towards his younger sibling.
The Maricopa County Sheriff’s Office initially investigated his death as suspicious. An MCSO spokesperson said detectives are no longer investigating the death, but told us the case is not yet closed. The medical examiner listed the manner of death as undetermined, writing she doesn’t know if the injuries in any way contributed to his death.
Part of her official opinion reads: “While it is unclear how the injuries were sustained, the number and locations of the injuries are strongly suggestive of non-accidental trauma. The individual injuries, in and of themselves, are not significant enough to account for death alone. However, when taken in context of an ongoing systemic illness, their potential contribution to death cannot be reliably determined.”
The report did not specify how old the bruises on his body were so it is not clear whose care he was under when he suffered them. Department of Child Safety spokesperson Darren DeRonco said due to confidentiality laws, the department cannot comment on the case at this time. ”

REFORM Puzzle Piece
Why hasnt anything happened to the foster parents that neglected him and hurt him.. CPS needs to help us the family put them away..
I don’t know. They won’t release the foster family’s name. If I have the name, then I could look it up in the court case files.
Brian Lyle
Uh!There is no Brian Lyle in the system so I guess criminal charges wont be filed against him.
The foster parents names are Bryan lyle and Jesse gillman I am the aunt and I am still seeking justice for him
Actually, it’s Jessie Gilman who officially had custody. Bryan was not to be left alone with the boys, but he was regularly. They both were drug addicts & abused their own kids. He has been arrested for other things. DCS should never have let them stay. They were warned & ignored many times!!!
Yet another example of CPS setting the bar higher for biological parents than foster ones. Women have lost custody for “not breaking up”* with a domestic abuser, even without any claims that the abuser also assaulted the children. But in a foster home, it’s just, “Just don’t leave him alone with him, okay?” The double standard is ridiculous!
*The assumption behind this demand is that a domestic abuser would meekly leave if his victim told him to, but if he respected her boundaries, he wouldn’t be an abuser. Why do we blame the victim, instead of offering her and her kids a safe place to shelter as a unit? Better yet, if they have enough certainty that he is an abuser to justify taking the kids, why not arrest him and put his @ss in prison?
All of the adults regularly had physical fights where either party was the aggressor. The parents were using meth. One foster parent was a pill popper& the other did a multitude of drugs including herorine. There were people available who had clean records, but parents didn’t want them with those people. They were angry because they were turned in. Said they believed the people wouldn’t hurt the boys, yet they knew they had abused their own children. DCS let the parents suspected of abuse chose where kids go to. Wow!
There still has been no justice for the child in this case.
Tragically nobody knows what really happened in that home. The bruises could have been old ones that started surfacing as the child’s body lost oxygen. The boy was kept on a life support machine but was lifeless. It was a very sad and tragic event. However, I personally know the foster parents, and they may have had their faults, but they did not hit or harm that baby. The missed Dr appointment was bcz DCS refused to provide a child safety seat for the 20 Mile one way car trip it takes to get to the Dr. She should have taken the baby anyways, without a car seat. Then if they were rear-ended you all could hate her for child neglect. The fact is, the mother of that boy hit him, neglected him, and dropped him off at the “foster” peoples house at 2 in the morning. And ask yourself this, if there was child abuse in the home, why wasn’t the other baby left in their care abused?
Their own children do not get hit. They are told to do push-ups or situps when they misbehave. Or they take something away from them like the Xbox or something. Why everyone is quick to jump on the bandwagon when no one has ever heard the other side of the story. His mother is a junkie who would leave her children in sagging diapers all day while their father was at work. She hit that boy and caused all but 1 bruise. They were all old bruises. Except the one on the side of his head, where he had bumped his head running into a slide while playing with the other boys. I was there the Hospital. I saw the baby, I was the 1st person ready to hurt the foster parents, but then things didn’t aff up. Like why was the mother trying to convince me and others that he had a broken arm, which is a classic sign of abuse, but he did not have a broken arm. Why make up such a lie?? To shine the light off of the real abuser?? Maybe. But only the mother knows the truth. Well, her and God.
When elmirage Pd removed them from my brother they where not covered in bruises from head to toe or both of them would be arrested I have the medical examiner’s report I’m requesting for the police report of the day they removed my nephews
