Reminder: Ethiopia – Post Adoption Reports Are Still Required

As a reminder, effective February 14, 2018, intercountry adoptions from Ethiopia by foreigners are no longer possible under Ethiopian law as reported in our October 5, 2018 Adoption Notice.

Notwithstanding the ban, adoptive parents who completed an intercountry adoption from Ethiopia are still required to submit post adoption reports (PARs) for all Ethiopian children. The intercountry adoption ban currently in place does not alter this requirement. Adoptive parents are required to submit PARs every six months for five years following the adoption and then annually until the child reaches the age of 18. We ask that all adoption service providers who facilitated intercountry adoptions from Ethiopia reiterate this requirement to adoptive parents in accordance with 22 CFR 96.51(c), and to encourage adoptive parents to submit their reports in a timely manner.

Adoptive parents may send self-reports directly to the Ethiopian Embassy in Washington, DC by email at consular@ethiopianembassy.org. They may wish to send a copy of their submitted report to the U.S. Embassy in Addis Ababa at ConsAdoptionAddis@state.gov to serve as a record. Please note that the U.S. Embassy does not have the capacity to submit reports to the Ethiopian Adoption Authority on behalf of the families.
