From Milton, Vermont, foster parent Keith R. LaFlam, 59, was arrested “on charges of sexual assault and lewd and lascivious conduct with a child.

Keith R. LaFlam, 59, of Milton was arrested Monday, about two weeks after the Vermont Department of Children and Families reported the sexual assault of a juvenile to the Chittenden Unit for Special Investigations.

According to investigators, LaFlam told them he had worked with children for 32 years, including as a foster parent and at Woodside Juvenile Rehabilitation Center.

LaFlam was a licensed foster parent for DCF from October of 1994 until September 1997, when authorities say he became a foster parent with a Northeastern Family Institute, a private, nonprofit for children with severe emotional, behavioral and mental health challenges.

He reportedly left NFI in 2007. Investigators said LaFlam was reapproved as a foster parent for a Howard Center home until September 2017.”
