How Could You? Hall of Shame-Shannon Carter

From Enid, Oklahoma, foster parent  “Shannon Carter, 32, was arrested by Enid Police Department officers after the child told officers that when he was in the bath “mommy hit me,” according to the incident report.

Officers were originally dispatched to Turn The Page day care on… to assist Department of Human Services and the Investigative Services Division in the possible child abuse case from an anonymous referral.

EPD Detective Jeff Roche spoke with someone from the Department of Human Services who told him of the possible child abuse, and when he met with the child, he observed “redness and bruising” on the left side of the child’s face “which appeared to be a hand print,” according to the incident report. The child also had two more visible scratch marks on his throat and neck, and photos were taken of his injuries.

Two officers accompanied Roche to speak with Carter at her workplace and followed her to the department so she could be interviewed, according to the incident report. After Roche’s interview, Carter was placed under arrest on a complaint of child abuse and officers transported her to Garfield County Detention Facility where she was booked.”
