How Could You? Hall of Shame-Jacob Hine UPDATED

This will be an archive of heinous actions by those involved in child welfare, foster care and adoption. We forewarn you that these are deeply disturbing stories that may involve sex abuse, murder, kidnapping and other horrendous actions.

From York, Pennsylvania, a “resident of the Children’s Home of York has been charged with multiple offenses for allegedly raping a 16-year-old boy who was also staying there, according to a criminal complaint.

Jacob Hine, 20, of Reading, is charged with rape, involuntary deviate sexual intercourse, and other related charges after the boy told police that Hine sexually assaulted him multiple times over a three-month period while at the youth home, according to the complaint. It was first reported on June 5, when the boy told a staff member that he was assaulted by Hine.

The Children’s Home of York is a group home located at 1298 North George Street. According to the program’s website, it serves dependent and delinquent males ages 15 to 21:“The program implements Sanctuary principles and equips residents with the skills they need to function as positive, productive citizens – in the family, workplace and community. Residents learn to take responsibility for their actions and their future. For many of our clients, that empowerment brings healing and positive behavioral changes.”

In an interview with police, the 16-year-old boy said that Hine discovered he was in possession of a personal cell phone, which was not permitted by staff at the home. Hine reportedly threatened that he would tell staff about the boy’s cell phone if he did not perform sexual acts on Hine, according to the criminal complaint.

It started out with Hine allegedly forcing the boy to masturbate him, but then led to oral sex and escalated from there.

In a written statement provided to the staff at Children’s Home, the boy wrote: “Now what I had to do was not right or okay but it became an every night thing… This has been going on for about a month and a half now and I’m so depressed I can’t live with myself.”

During police questioning, Hines admitted that he “coerced” the boy into performing oral sex on him about seven times and performed anal sex on the boy once.

Hine claimed that the anal sex was consensual, telling police that the boy told him he could “put it in my butt,” according to court documents. However, Hine also said that it is possible the boy was joking about this request.

Hine was removed from the Children’s Home following the accusation and was arrested on Saturday. His bail has been set at $50,000 and a preliminary hearing is scheduled for Aug. 16. ”

REFORM Puzzle Piece

Update: “A man who sexually assaulted a 16-year-old boy while both had been staying at the Children’s Home of York will be sentenced to serve four to 10 years in prison.

Jacob Hine, 21, of Reading, pleaded guilty on Tuesday to sexual assault. He will be sentenced under the terms of the plea agreement on March 30, 2020.

During a three-month period, Hine repeatedly sexually assaulted the boy, telling investigators that he coerced him into performing oral sex about seven times and engaging in anal sex one time, Northern York County Regional police said.

Hine discovered that the boy had a personal cellphone, police said, which was not allowed at the group home on North George Street near West Ninth Avenue in North York.

So Hine threatened to tell staff members unless the boy performed sexual acts on him, police said. The crime was reported on June 5, 2019.

The York County District Attorney’s Office agreed to drop charges of rape, involuntary deviate sexual intercourse and indecent assault.

Hine appeared for a brief court hearing in front of Common Pleas Judge Harry M. Ness.

Outside the courtroom, Assistant Public Defender Eric White, Hine’s attorney, declined to be interviewed.

Hine is being held on $50,000 bail in York County Prison, according to court records. He will have to register as a sex offender for life.”
