Bittersweet Justice: New Jersey

Occasionally there is justice for those negatively affected by the child welfare and adoption systems. Unfortunately, it is usually bittersweet and much too late. This will serve as REFORM Talk’s justice files.

From Morris County, New Jersey, a “civil suit concerning a child who was repeatedly sexually assaulted while in foster care settled for $2.35 million. A judge approved the settlement in the Morris County case, A.S. v. State of New Jersey, on Nov. 18.

According to counsel and court documents, in August 2016, the child, referred to in court documents as A.S., who was then 11, lived with his guardians ad litem in Morris County when the state Division of Child Protection and Permanency placed defendant Quatrel Di’Vante Miller, then 17, in the home for foster care. From August 2016 through December 2016, Miller repeatedly sexually assaulted A.S., according to the suit, lodged on behalf of A.S. by Eric Kahn of Javerbaum Wurgaft Hicks Kahn Wikstrom & Sinins in Springfield.”
