From Eaton, Indiana, foster parent Scott Alan Hoover, 27, “has been accused of taking sexually explicit photos of children placed in his care.

Scott Alan Hoover, 27, of Eaton, was charged Wednesday in Delaware Circuit Court 5 with five counts of child exploitation, a Level 4 felony carrying up to 12 years in prison.

Hoover, being held Thursday in the Delaware County jail under a $60,000 bond, was also charged with neglect of a dependant and two counts of possession of child pornography.

According to court documents, the Eaton man “did knowingly manage, produce, sponsor, present, exhibit, photograph, film, videotape or create a digitized image of a performance or incident that included sexual conduct” victimizing five children, ranging in age from 3 to 12.

Hoover’s crimes are alleged to have taken place between March 1, 2019, and Oct. 12, 2022.

According to an affidavit, Hoover had “multiple images found to be child abuse sexual material of his foster children, but also unknown children that have yet to be identified.”

Investigators with Indiana State Police said Hoover created videos using a baby monitor that he placed in his foster children’s room, “where he recorded them in multiple stages of undress, and also engaging in sexual acts.”

The images were shared with “other individuals” through a social media app, the court document said.

At least two videos were made of children “bathing and fully nude… with a concealed recording device in Mr. Hoover’s bathroom,” according to the affidavit.

The court document alleged Hoover “was a foster parent and was the primary care giver and solely responsible for the care and custody of the children he had in his care.”

It also said when Hoover was questioned by a state police investigator, he “admitted to watching and viewing at least 100 images or videos of child pornography, of both boys and girls, on his phone.”

Documents allege the National Center for Missing and Exploited Children received tips, in August and September of 2021, concerning child pornography linked to Hoover’s email address.
