How Could You? Hall of Shame-Scott Narvell and Debbie Meck

From Harrisburg, Pennsylvania, foster parents “62-year-old Scott Narvell and 59-year-old Debbie Meck are each facing felony charges related to endangering the welfare of children.”

“They allegedly made children stay inside dog crates full of dog feces.”

“Police began investigating on March 14, after the foster parents of an 11-year-old and 12-year-old notified officers of abuse the children suffered in their last home.

According to charging documents, the children previously lived in Lower Paxton with Narvell, their great grandfather, and Meck, who police described as Narvell’s “paramour.”

Police reported that the children were put into foster care after their home on the … Dwight Avenue was deemed unfit for human habitation by a Lower Paxton Township Codes Enforcement Officer due to “unsanitary and deplorable living conditions.”

On Tuesday neighbors were shocked to hear what police say has went on in that home.

“You just don’t know what your neighbors do behind closed doors and it’s scary,” said Ann Lawson.

Charging documents allege that there was a large amount of trash inside and outside the resident, in addition to rodents inside.

One of the victims reportedly told police that while living with Narvell and Meck, they were made to sit inside dog crates as a form of punishment on three separate occasions.

“They’re not animals. They’re children. They’re human beings,” explained Lawson.

The crates were allegedly filled with dog feces, and the children were often placed inside for periods of a half hour to an hour.

The second victim reported similar abuse, police said, adding that they were locked in separate crates as a form of punishment.

Right next door sits Philip McLain’s home who says he remembers two little girls that lived in the home.

“They never talked about it that was not something that was brought up as a subject. They were always happy and go lucky,” said McLain.

According to court documents, Narvell and Meck were both arrested on June 3 and are out on $75,000 bail.

They are both charged with two felony counts each of Endangering Welfare of Children – Parent/Guardian/Other.”
