How Could You? Hall of Shame-Lt. Col. Dennis E. Jack and Tiffany J. Jack case UPDATED

This will be an archive of heinous actions by those involved in child welfare, foster care and adoption. We forewarn you that these are deeply disturbing stories that may involve sex abuse, murder, kidnapping and other horrendous actions.

From Niceville, Florida, adoptive parents “Dennis E. Jack, 41, was arrested [December 1, 2012] two weeks after his wife, 41-year-old Tiffany J. Jack, was charged with aggravated child abuse and cruelty toward a child, according to his Niceville Police arrest report.

Jack works at Wright-Patterson Air Force Base and commutes from the Ohio base to his home in Niceville, according to Daryl Mayer, chief of current operations with the 88th Air Base Wing Public Affairs at Wright-Patterson AFB.

One of Jack’s children told investigators that the two adopted 7-year-old girls were forced to do “calisthenics punishment” where they had to place their toes on the kitchen counter, holding their own weight while their hands were on a pink car.

During the punishment, the girls had to wear soiled diapers on their head for 15 minutes, the report states.

The child said it was “dad’s idea” and said Jack told them “it actually makes you stronger,” according to the report. One of the children called the abuse the “pink car punishment” and said Jack used to situate the girls upside down for their punishment.

Another report of abuse from a child detailed Jack’s use of spanking the children with a hand or metal spatula. The child told investigators “spatula hurts” and said the two 7-year-olds were hit with the spatula on the top of their feet, according to the arrest report.

Officials arrested Tiffany Jack on Nov. 17 for similar acts of child abuse. According to her Niceville Police arrest report, Tiffany forced the children to sit on the toilet for days and made them run until they vomited as forms of punishment.

During the investigation, one of the children said that Jack trained three of his children on “interrogation” techniques prior to being interviewed by officials.

The children said, “They (mom and dad) don’t want us talking about the bad stuff,” the report states.

According to Mayer with Wright-Patterson AFB, Jack will be on leave in Florida pending the results of his case.

“While the Air Force takes seriously all pending civilian investigations and charges against our members, we recognize that all members have the right to be presumed innocent until proven guilty beyond a reasonable doubt,” Mayer said in a prepared statement. “Air Force investigators are actively working with civilian authorities in this matter.”

Jack was charged with four counts of cruelty toward a child and three counts of tampering with evidence.

He was released Saturday on $4,000 bond.”

“Tiffany J. Jack, 41, is accused of making the two 7-year-olds stand on their hands naked for an extended period of time with “urine soaked diapers” on their heads among other punishments, according to the arrest report from the Niceville Police Department.

She is also accused of forcing them to sit on a toilet for days and making them run until they vomited. In another punishment, the report states, Jack would force the children into a pushup-type of position in which their feet were on the counter and their hands were on another object, such as a booster seat on the floor, for extended periods of time.

She also withheld food, the report states.

One of the children was hung in a tree and left there, according to statements from the child.

Physical examinations of the children found evidence of both bruises and scars to support the accusations, according to the report.

The tops of the children’s feet were swollen and the skin was peeling off their toes. Those injuries, the report states, are consistent with the accusation that Jack had them place their feet on the countertop.

One of the children also had a friction burn near the hairline and another on the left side of the neck.

The ribs of at least one of the children were visible.

When questioned, Jack admitted that she had the children put their feet up on the counter as a form of punishment. She said she did it “so she did not have to deal with them,” the report states.

Jack was charged with one count of aggravated child abuse and two counts of cruelty toward a child that could result in physical or mental injury. She was released from the Okaloosa County Jail on $5,000 bond Saturday.

She is set to appear in court Dec. 18.”

“An Air Force officer formerly assigned to Wright-Patterson Air Force Base and his wife have entered not guilty pleas to criminal charges in connection with allegations of child abuse in their Niceville, Fla., home, according to court records.

Lt. Col. Dennis E. Jack, 42, and his wife, Tiffany J. Jack, 41, entered the pleas Jan. 15 in Okaloosa County, Fla. The couple have a residence in northwest Florida near Eglin Air Force Base.

Dennis Jack was reassigned to Eglin last month for “humanitarian” reasons after he was on leave from his post as commander of the 88th Comptroller Squadron at Wright-Patterson, according to base spokesman Daryl Mayer.

The lieutenant colonel is now deputy of the acquisition cost division at the Air Force Life Cycle Management Center at Eglin, according to Chrissy Cuttita, an Eglin Air Force Base spokeswoman.

Dennis Jack was arrested Dec. 2 in Niceville and charged with four counts of child abuse and three counts of obstructing justice, according to police and court records. He was released after posting a $4,000 bond.

Tiffany Jack was arrested Nov. 16 and charged with two counts of child abuse and one count of aggravated child abuse, records show. She was released on a $5,000 bond.

According to a Niceville Police Department report, the victims reported the female defendant forced the children to wear urine soaked diapers on their heads while standing on their hands.

Police said a photograph showed two victims were forced to do push ups, one with the victim’s hands on a booster seat and the other on a toy car, with their feet on a kitchen counter.

A male “abuse reporter,” whose name was redacted from the report, told Tiffany Jack the punishment was inappropriate, authorities said. The person who reported the abuse returned two hours later one day and found one of the victims in the same position, police said.

Physical examinations of the children found evidence of bruises and scars to support the allegations, Niceville police and the Northwest Florida Daily News have reported.

Robert A. Dees, a Florida attorney representing Dennis Jack, declined comment Wednesday. Coy H. Browning, a Florida lawyer representing Tiffany Jack, also declined comment through an assistant.”
