From Minnesota City, Minnesota, a “southeastern Minnesota woman is accused of sexually assaulting a girl multiple times over a span of at least six months while being licensed to provide foster care.

Jessica Hailee Devorak, 25, of Minnesota City, has been charged with three counts of 3rd-degree criminal sexual conduct in connection to multiple acts between November 2022 to May 2023, while the girl was 16 years old

Charges say Devorak held a position of authority over the girl and that she was previously licensed to provide child foster care for children under 18 years old by the Winona County Department of Human Services.

That license was revoked on Dec. 21, 2022, according to department records.

The 25-year-old is also charged with domestic assault of the girl in a separate Winona County case.

The complaint says the girl – who was living with Devorak at the time – reported to police on Sept. 24, 2022 that she was slapped and strangled at Devorak’s home, and Devorak allegedly told the girl no one would believe her if she told anyone about the assault.

Devorak also allegedly threatened to euthanize one of the girl’s pets and let other pets die if she went to jail.

This incident led to a Domestic Abuse No-Contact Order (DANCO) being filed, which became active on Sept. 28, 2022.

Last month, police were informed that Devorak had continued to communicate with the victim, in violation of the DANCO.

She told police that in November, she received a text from a relative of Devorak, saying Devorak was “struggling with the situation” and “still loves” the victim. Eventually, the two began communicating through Snapchat and arranged a time to meet.

The girl, who said at one point she was living with Devorak, told police they had a sexual encounter when they first met up. Devorak also allegedly gave the girl marijuana, a ring from a past relationship, and an iPhone to stay in contact, the complaint says.

When police were investigating the earlier domestic assault, the girl she had been sexually assaulted multiple times by Devorak dating back to February 2022. She told police that Devorak “had this grip on my soul.” She has been living in different homes since police were first notified of the situation.

The girl also claimed that Devorak would get angry at her anytime she couldn’t talk to her or was interacting with other people.

The 25-year-old denied abusing or sexually assaulting the girl when asked by police.

As well as criminal sexual conduct, Devorak has also been charged with violating a domestic abuse no contact order. Her next court appearance is scheduled for Sept. 21.”
