How Could You? Hall of Shame-Kimberly Haley
This will be an archive of heinous actions by those involved in child welfare, foster care and adoption. We forewarn you that these are deeply disturbing stories that may involve sex abuse, murder, kidnapping and other horrendous actions.
A 2024 case has been shown the light.
From Sand Springs, Oklahoma, foster parent, Kimberly Haley, “who police said operated a bogus daycare center and foster home is in jail for child abuse.”
She has been in jail since December 3, 2024 “for alleged four counts of child abuse that took place at her home in Sand Springs.”
In June [2024], Tulsa County Sheriff’s Office detectives were notified by a DHS worker that Haley was running an alleged therapeutic place for kids with behavioral issues, but the court documents say Haley has no training, licenses, or educational background to support this.
Documents say she was also being paid under the table.
One family paid $2,000 a month. Another family has paid $750 so far.
The documents said she had daycares and foster homes closed in the past due to physical and mental abuse.
The disturbing details in the court documents say she would step on a child’s hand, slap her multiple times, withhold food, clean the chicken’s butts, and put make a child put their hand down sewage pipes to clean it.
Haley is also accused of grabbing a child by their hair and dragging them.
In the documents, one child told law enforcement they were made to live in the woods, drink the river water, and eat wild onions.
Also, they had to sit in their own blood when on their cycles, according to court documents.
Another child told investigators Haley tied their hands behind their back, filled the bathtub with hot water and held them underwater until they passed out.
DHS said they’re committed to working with law enforcement and others, in this case, to ensure the safety of the children involved and encourage any parent or guardian to be cautious when considering a place of treatment and to research a place that will provide therapeutic care for their child.”
Allegations surface as Sand Springs woman faces multiple child abuse charges

“Former foster children of a Sand Springs woman testified Thursday about how they say she beat them, refused to let them eat, and made them sleep on the floor naked.
After the testimony, a judge ruled that there was enough evidence for Kimberly Haley to stand trial for several counts of child abuse.
Most of the victims are now adults, but each of them described very similar but distinct examples of being abused by Haley. They all say they were forced to do extreme chores around the house, and their punishment was that they couldn’t eat, sometimes for days.
Investigators say Haley was a foster parent and provided unlicensed therapeutic services for children, and during that time, she is accused of severe physical, mental, and emotional abuse.
One of the victims testified that Haley made her do plumbing and electrical work
around the house, and if she didn’t, she couldn’t eat. She said she was forced to sleep outside and had to wash clothes in a bucket. She said Haley would sit on her head as punishment, and she said Haley would take away her clothes and make her sleep on the floor.
Another victim testified that if she didn’t do chores, she couldn’t eat, and Haley would spank her with a belt, a hanger, or sticks. She said one time Haley took rotten food from the fridge, put it all in a pot, and made the kids eat it.
Another victim says she was forced to clean out a sewage pipe with her hands and was punished by not being allowed to eat. The fourth victim says Haley forced him to hit the other kids. All of the victims said Haley locked the fridge with a padlock.
A DHS investigator testified that Haley had been investigated several times, starting in 2008, and DHS closed her foster home and removed all of the kids. She says when the kids were interviewed at that time, about the abuse allegations, it appeared they were coached on what to say. All of the victims testified that Haley told them what to tell DHS, and if they didn’t, they’d be punished.
Each of the victims said they had scars from being beaten as kids. One of the victims says she got tattoos all over her body to cover up those scars.”
