How Could You? Hall of Shame-Cassandra Roxanne and Jimmy Ray Skeens

This will be an archive of heinous actions by those involved in child welfare, foster care and adoption. We forewarn you that these are deeply disturbing stories that may involve sex abuse, murder, kidnapping and other horrendous actions.

From West Hamlin, West Virginia, foster parents Cassandra and Jimmy Skeens were “arrested after a four-year-old foster child in their care was taken to the hospital with serious injuries and signs of severe neglect.”

“Burn marks were found on a young foster child’s arm.”

“Medical staff reported the child had significant immersion burns on his right hand, as well as marks on both wrists believed to be from restraints. One of those marks had reportedly become an open wound, per WCHS. The child was also found to have widespread bruising, a severe diaper rash, and was described as “very malnourished and close to being emaciated” in court documents reviewed by WCHS.

State troopers said they began investigating after Child Protective Services alerted them to the situation. Records indicate the child had been placed in the couple’s care since the summer of 2025″

“The Skeens were arrested and are charged with the following, per the report:

• Child neglect causing injury”

“Both suspects are currently being held on $100,000 cash-only bonds.”
