From Alphen aan den Rijn, Netherlands, “Prosecutors are recommending five-year prison sentences for two temporary workers at youth care organization iHUB who are accused of sexually assaulting two girls at the organization’s Alphen location. The incidents allegedly took place during the evening hours of November 5, leading into November 6 last year [2025]. Bilal H., 29, admitted in court on Wednesday that he abused a 15-year-old girl. Abdelouahab O., 21, denies raping a 14-year-old girl and declined to answer questions from the court.

O. was working his first shift at iHUB, while H. was on his second. Both had been hired through staffing agency Zorgwerk, which is a subsidiary of Randstad. Their role was to provide overnight supervision and keep the girls safe. The girls were staying in a specialized unit for victims of, or those at risk of, human trafficking and exploitation.

“The defendants robbed these girls of what little trust they still had in other people, even though they are so young,” the prosecutor said.

The care institution notified staffing agency Zorgwerk on November 7 about indications of inappropriate conduct that had taken place roughly a day and a half earlier. A police report was filed three days later, on November 10.

The delay complicated DNA testing, in part because the 14-year-old initially refused to speak about the alleged abuse. She feared that doing so could have consequences for her and lead to her stay in secure youth care being extended.

At an earlier preliminary hearing, H.’s lawyer argued that the girl’s statements could not be considered reliable, claiming they were influenced by “feelings of revenge” after her unsuccessful attempt to escape.

H. said the girls attempted to escape twice shortly after their shift began, but were stopped by the two suspects on both occasions. O. then allegedly rolled and smoked a joint inside the facility, with the girls also reportedly smoking marijuana. The four later sat together on a couch and played “Truth or Dare,” according to H.

H. told the court that he kissed the 15-year-old girl while they were playing the game. He said the sexual assault later took place in the girl’s bedroom at the care facility.

Oosterhagen read out statements on behalf of the victims. “I was there because adults had decided that I needed protection,” H.’s victim said in her statement. “The perpetrator was supposed to take care of me, but instead gave me drugs and abused me,” O.’s victim said in her statement.”
