From Millersville, Pennsylvania, CPS employee “Rikki Salzman, 32, is charged with institutional sexual assault, corruption of minors and unlawful contact with a minor.

Officials say the acts took place at the Aborvale Manor facility, a foster care placement home, in Millersville. Salzman was an employee there.

Officials first became aware of the alleged child abuse from the Department of Public Welfare on Jan. 16, 2014, according to the affidavit of probable cause. In a mandatory reporting form, the DPW relayed allegations that a female employee was involved in a sexual relationship with a juvenile male.

When investigators spoke to the supervisor of Arborvale Manor, Mervin Fahnestock, on Jan. 23, they learned that there had been an internal investigation and Salzman had been suspended and later fired. Staff logs from Arborvale showed that there had been documented meetings with Salzman to discuss a variety of “inappropriate and unprofessional” interactions between her and the male residents in the facility, according to the affidavit.”Fahnestock also provided a video from the facility which is monitored by surveillance cameras that showed an inappropriate interaction between (Salzman) and (the alleged victim). Fahnestock also provided a documented interview of another male resident … in the facility that provided extensive information and details regarding the sexual/intimate relationship that was occurring between Salzman and (the alleged victim),” the affidavit states.Several months later, the affidavit states that investigators talked to the alleged victim, who said that he and Salzman “were involved in an intimate relationship that included hugging and kissing on multiple occasions during his stay at Aborvale Manor.””

Update: “A former employee of a local placement home for teenage boys was spared prison Wednesday for sex abuse of a client.

Rikki Salzman, 32, pleaded guilty to felony sex crimes and was ordered to serve six months on house-arrest, followed by parole and three years of probation.

She admitted to a 5-month cycle of abuse while employed at Arborvale Manor in Millersville.

Salzman engaged a 17-year-old resident of Arborvale Manor in sex acts between July and December 2013, according to testimony.

She worked as a youth advocate at the facility, which provides supervised foster care for boys ages 15 to 20 sent there by the court or children of whom the state has taken custody.

The illegal contact happened at the facility, court documents show.

“She fell into a temptation that is taboo in our society,” defense lawyer Jeffrey Conrad said in court.

Salzman, a mother of two, was fired earlier this year after administrators viewed some of the illegal activity on surveillance-video recordings.

On Wednesday, she pleaded guilty in exchange for the sentence, which was negotiated by Conrad and prosecutors.

The victim and police approved the plea deal, it was said in court.

Lancaster County Judge Howard Knisely accepted the plea deal after asking Salzman a series of questions regarding her rights and the crimes.

Salzman cried for much of the hearing, and declined to comment when prompted by the judge.

After Assistant District Attorney Jennifer Blackledge outlined the crimes, Salzman told the judge she was guilty of the conduct.

Salzman must register her whereabouts with police for the rest of her life. She is allowed to continue caring for her two sons.\!q

The 17-year-old boy, and another resident of the home who witnessed some of the contact, discussed it with police, an arrest affidavit shows.

She pleaded guilty to institutional sexual assault, corruption of minors, and unlawful contact with a minor.”

Update 2:”A former foster care worker in Lancaster is back in prison Tuesday, accused of violating her probation for a second time.

Rikki Salzman, 33, was convicted of child sex abuse in 2014 for having an inappropriate relationship with a 17-year-old boy.
She isn’t allowed to see him as part of her probation, but police said they found Salzman with him in March.

Investigators also said they found him in her home in August 2014.”

“A week after the sentence, a parole officer discovered the victim was staying at Salzman’s home. Lancaster County Judge Howard Knisely found her in violation of parole and jailed her for several months.

On March 18, a police officer found Salzman with the victim. She has been at Lancaster County Prison since then.

On Friday, Judge Knisely again found Salzman in violation of parole/probation terms, according to Assistant District Attorney Karen Mansfield, lead prosecutor. She will be sentenced after a background check is completed in about two months.

Regarding the failure-to-register charge, Salzman didn’t register a vehicle with police, as required. West Hempfield police Officer Robert Bradfield filed charges.

District Judge Miles Bixler, at a preliminary hearing Friday, ordered Salzman face the charge in Lancaster County Court.”

Update 3:“A Lancaster County woman convicted of having a sexual relationship with a 17-year-old boy will spend at least three more years behind bars for repeatedly contacting him.

Rikki Salzman, 33, of Landisville, was sentenced Wednesday in Lancaster County Court to an additional 3-9 years in prison, according to District Attorney Craig Stedman’s office.

Salzman, also known as Rikki Straley, was convicted in 2014 of institutional sexual assault, unlawful contact with a minor, and corruption of minors. Authorities said she had a sexual relationship with a resident of Arborvale Manor, a Millersville placement home for teenage boys in foster care, while she was an employee.

For the 2014 conviction, she was sentenced to house arrest and probation, and she was ordered to register as a sex offender and have no contact with the victim.

Authorities said shortly after sentencing, the victim was found at Salzman’s home. She was jailed in March after a police officer found her with the victim in a vehicle.

Prosecutors said during her time in jail, Salzman made at least 25 phone calls directly to the victim or through another person. She also wrote numerous letters to the other person in which she wrote of plans to “get one over on the system” and have contact with the victim.”
