Carlisle Johnson Floyd, 40, of Summerville, is charged with three counts of second-degree sexual exploitation of a minor, according to SLED spokesman Thom Berry. Floyd was released on a $30,000 surety bond on Tuesday.

DSS confirmed that agents went to Floyd’s home on Wednesday and the family signed paperwork to relinquish their license.

There were no foster children in Floyd’s care at the time of his arrest, DSS spokesperson Marilyn Mathews said.

According to the police department’s website, Floyd worked as a school resource officer at Summerville High School, where he graduated in 1993. He also worked at the high school as a volunteer wrestling coach. Floyd’s profile has since been removed from the police department’s website.

A court affidavit states the crime occurred some time on or around Aug. 1.

According to Dorchester District 2, “there has been no indication of criminal activity in connection to [Floyd’s] position at Summerville High School.”

A new school resource officer will be assigned to Summerville High School, according to the school district.

Sexual exploitation of a minor, second degree consists of distributing, transporting, exhibiting, receiving, selling, purchasing, exchanging, or soliciting material that contain a visual representation of minors in a state of sexually explicit nudity, the affidavit states.

The charges are felonies carrying a penalty of between two and 10 years in prison upon conviction.

“A resource officer at Summerville High School resigned Wednesday after authorities accused him of dealing in child pornography.

Patrolman 1st Class Carlisle Johnson Floyd, 40, had been arrested Tuesday on three felony counts of second-degree sexual exploitation of a minor. Each charge is punishable with between two and 10 years in prison.

A three-year employee of the Summerville Police Department, Floyd was free on $30,000 bail Wednesday when he resigned, town human resources manager Cynthia Brown said.

An arrest affidavit offered few details about the reported crimes that took place more than two weeks before the school year began. SLED spokesman Thom Berry said he had no information about whether the case involved the school. But district officials said that no evidence indicated such a link and that Floyd had an exemplary history at the high school he graduated from more two decades ago.

The Summerville resident and father does not face charges related to official misconduct.

Floyd recently was removed from his duties as a resource officer and as a volunteer assistant wrestling coach at the 2,800-student school “pending a criminal investigation,” said Pat Raynor, a spokeswoman for Dorchester District 2. Another officer will be assigned to the school, she said.

“At this time,” a district statement said, “there has been no indication of criminal activity connected to his position.”

Raynor said the school had not fielded any complaints about Floyd during his time there.

No one had lodged any complaints with the police either, the department’s spokesman said. Beyond confirming that Floyd no longer worked for the town’s police force, Capt. Jon Rogers offered no further comment.

“This officer had been there for several years,” Raynor said. “There had never been any issues.”

‘Explicit’ images

The affidavit alleges that the three offenses happened around Aug. 1 in Summerville. The district’s school year started Aug. 18.

Floyd is accused of “distributing, transporting, exhibiting, receiving, selling, purchasing, exchanging or soliciting materials that contain a visual representation of minors in a state of sexually explicit nudity,” the document stated.

He was booked Tuesday into the Dorchester County Detention Center, where he posted $10,000 bail on each charge later in the day. The S.C. Attorney General’s Office will be in charge of his prosecution.

Mark Powell, a spokesman for Attorney General Alan Wilson, said the office frequently gets involved in such cases statewide, not just when a law officer is involved.

SLED agents investigated Floyd’s case as members of South Carolina’s Internet Crimes Against Children Task Force, a collaboration of federal, state and local police experts who help root out those who proliferate child porn.

Task force investigators analyze images posted in public forums and file-sharing websites, and they look for signs that adults are trying to use the Internet to set up meetings with juveniles, Powell said.

But Powell could not further discuss the specifics of Floyd’s case beyond the information SLED released Wednesday, he said.

“There had to have been some sort of electronic device used,” such as a computer or a cellphone, Powell said. “That’s why we can get involved.”

Work at alma mater

Before Tuesday, Floyd’s only arrest in South Carolina came during his college years in March 1996, when he was jailed by the Newberry County Sheriff’s Office and later convicted on a charge of having an open container of alcohol in a vehicle, according to his SLED rap sheet.

He and his wife filed for bankruptcy protection in January 2008, when Floyd listed about $364,000 in assets and $534,000 in debt, according to federal court documents.

At the time, Floyd was two months into his first job for the town as a firefighter. He had a 1-year-old son and a 6-year-old stepson then, the paperwork showed.

The town’s human resources manager said Floyd started working in November 2007 for the Summerville Fire Department. He became a police officer in September 2011.

In the summer of 2012, the policeman went through about 32 hours of specialized training at the S.C. Criminal Justice Academy to be a school resource officer, his state file showed.

Floyd has a bachelor’s degree in physical education from Newberry College and is a 1993 graduate of Summerville High, according to an entry on the Police Department’s website that was recently removed.

Referring to Floyd by his nickname, “Butch,” the page listed other school resource officers in the town and said they routinely become “someone to turn to in a time of need” for students. It mentioned Floyd’s volunteer work as a Green Wave wrestling coach and stated that he “loves working at his alma mater.””
