From Arlington, Massachusetts, “Ricky Wallace, 33, of Pawtucket, Rhode Island, was arrested and charged federally with sex trafficking of a child and transportation of a minor with intent to engage in criminal sexual activity on Aug. 29 in Pawtucket.
His alleged accomplice, Kemont Bowie, 34, was previously arrested on similar charges, police said.”
“The arrests come after a 17-year-old girl, who lives at an Arlington group home, said the men forced her into prostitution after they allegedly kidnapped her from Boston on Aug. 19.
The girl was eventually able to call an official at her group home and ask for help, which led to the involvement of the Arlington Police Department, in particular Officer James Smith, who is assigned to a federal task force that investigates cases of missing and exploited children.
“This is another example of exceptional police work where officer Smith has helped a child in danger and brought their tormentors to justice,” said Arlington Police Capt. Richard Flynn, the Department’s Investigations Commander.
Flynn said thanks to Smith and federal investigators, one less child is being exploited and two dangerous people are off the street.”

Update:”A federal indictment accuses three people of conspiring to bring a girl and a woman from Massachusetts to Rhode Island to make them work as prostitutes.
The indictment handed up Thursday by a grand jury in U.S. District Court alleges that the girl, under 18, had been in Boston’s South Station on Aug. 19 when one of the three, Ricky Wallace, 33, of Pawtucket, took a piece of her property and told her to follow him, taking her to Rhode Island.
In Pawtucket, the indictment says, Wallace sexually assaulted her and Kemont Bowie, 34, directed her to perform acts of prostitution.
Wallace approached the other young woman in the bus terminal in South Station on Aug. 22 and offered a ride to Cambridge, Mass., the indictment says. He is accused of taking her against her will to Pawtucket, where he held a knife to her neck and took her into an apartment, says the indictment. Her money, it says, was stolen, and she was photographed for a website.
Wallace, who is referred to as “King Justice,” is accused of serving as a “recruiter” for another man, Curtis Maxie, in an affidavit unsealed in September, in a case brought by the Rhode Island attorney general’s office.
The federal indictment says that Bowie and a third conspirator, 20-year-old Raechyl Spooner, participated in the trafficking of both victims by meeting with Wallace in a vehicle. In both instances, Spooner then drove the group, including each victim, from Massachusetts to Rhode Island, where Wallace sexually assaulted the girl and woman and where all three conspirators participated in putting the victims to work as prostitutes, says the indictment.
A news release from the office of U.S. Attorney Peter F. Neronha says Wallace was arrested on Aug. 29 and held at the Adult Correctional Institutions in Cranston, while Bowie was arrested Aug. 26 and is in federal custody. Spooner will receive a summons to appear in federal court for arraignment, it said.
Wallace and Bowie are charged with conspiracy; sex trafficking of a child; transportation of a minor for sexual activity; sex trafficking by force, fraud or coercion; and transportation an individual for prostitution. Additionally, the indictment charges Spooner with conspiracy.
The ongoing investigation is being conducted by the FBI, U.S. Marshals Service, Rhode Island State Police and the Pawtucket police.”

“A Providence man intends to plead guilty to federal charges he and two others engaged in a brutal scheme to turn a teenager and another woman to prostitution in Pawtucket and Seekonk.
A plea agreement was filed Wednesday in U.S. District Court in Providence stating that Kemont Bowie, 34, intends to plead guilty to conspiracy, sexually trafficking a child and transportation of a minor for sexual activity.
Prosecutors for the U.S. Attorney’s Office agreed to dismiss one count of sex trafficking by force or fraud and a second charge of transporting a person for prostitution.
Bowie, whose nickname is “Daddy,” faces possible penalties of up to life imprisonment and a $750,000 fine. The plea agreement is not binding on the court.
Bowie was indicted along with Ricky Wallace and Raechyl Spooner, both of Pawtucket, last October on charges of bringing two women, ages 17 and 20, from Boston to Pawtucket for prostitution.
Wallace allegedly met the 17-year-old, who had run away from a group home in August, at South Station in Boston. According to the indictment, Bowie and Spooner drove the pair to Pawtucket, instructing the teenager about how to behave as a prostitute.
Bowie reportedly kept all the money made from sexual services performed by the girl and and Spooner.
Three days later, prosecutors allege, Wallace met the 20-year-old woman, at South Station and offered to give her a ride to Cambridge, but Spooner and Bowie drove them back to Pawtucket.
Wallace allegedly explained on the way that they were offering her the opportunity to make money as a prostitute.
According to the indictment, the woman said she wanted to return to Boston, only to have Wallace place a knife against her neck and rob her of money and belongings.
Along the way, prosecutors allege, she was told to change into a dress to pose for photos to be posted on a website, then was taken to Seekonk to perform sexual services for a man.
Spooner’s plea agreement is under seal. Wallace pleaded guilty in March for his part in the case, and also faces a maximum of life in prison at his sentencing June 25.
Bowie and Wallace remain held. Spooner is free on bond.
Bowie is due back in federal court June 3.”

“A 21-year-old Pawtucket woman admitted Friday to conspiring with two men to traffic a teenage girl and another woman for prostitution.
Raechyl Spooner, aka “Kitty,” pleaded guilty in U.S. District Court to conspiring with Kemont Bowie and Ricky Wallace to bring two young women Wallace encountered at South Station in Boston to the apartment Bowie and Spooner shared in Pawtucket for prostitution.
Judge Mary M. Lisi closed Spooner’s plea hearing to the public for about 5 minutes Friday without explanation. The proceedings had been postponed from April 28, when Lisi ordered the courtroom sealed. In doing so, Lisi directed Olin W. Thompson, Bowie’s lawyer, and all others, to leave. Thompson objected, and Lisi agreed to delay the hearing to Friday and to consider motions about whether the proceedings should be closed.
Since then, Thompson and Assistant U.S. Attorney Pamela Chin filed motions objecting to the closure. The Providence Journal, too, weighed in with GateHouse Media lawyer Mark A. Berthiaume challenging the closure by letter, also on First Amendment grounds. Timothy Morgan, Spooner’s lawyer, declined to comment on the reasons he requested that the matter be closed to the public.
After Lisi reopened the courtroom to the public Friday, Chin described Wallace, 33, aka “Justice,” arranging for Bowie and Spooner to drive a 17-year-old girl to Pawtucket in August 2014. Spooner drove the Nissan to their apartment and over the next week, the teenager was “seasoned” to become a prostitute. She was given the name “Star” and was part of a “special” that offered sex with Spooner and the teen and a pizza for $120, Chin said.
After the FBI recovered the 17-year-old at the Pawtucket apartment, the teenager told investigators about another female named “Daisy,” Chin said.
They learned that Wallace had encountered another 22-year-old women at South Station Aug. 22 and arranged for Spooner to drive her to Pawtucket with Bowie, Chin said. Spooner took photos of the woman for advertisements as an escort on Backpage.com and she was taken to Seekonk, Mass., to engage in sex acts.
Wearing a white blouse with a lace collar and a black skirt, her hair pulled up in a clip, Spooner agreed with Chin’s account.
“You admit to your involvement in this conspiracy as the government describes it?” Lisi said. “Yes,” Spooner responded.
Bowie, aka “Daddy,” pleaded guilty his role in the case Thursday before Lisi. Bowie, who authorities identify as a pimp, and Wallace face a maximum of life in prison at sentencing. They remain held.
Spooner is free on a $10,000 unsecured bond, with sentencing set for Sept. 24. “
