From Springfield,Missouri, foster father Thomas Skinner,42, “has been charged with two counts of first-degree statutory rape with a person less than 14-years-old and one count of first-degree sodomy or attempted sodomy. He has pleaded not guilty and is being held in Greene County Jail on $150,000 bond.”

“A bond recommendation document says Skinner, who runs a Springfield foster home with his wife, admitted to sexually assaulting the girl on more than one occasion.

The bond recommendation says that Skinner’s wife encountered Skinner and the girl alone in a locked bedroom in late November and suspected a sexual assault had taken place. The girl later told a Child Advocacy Center interviewer that she had been sexually assaulted by Skinner multiple times, the recommendation says.

A probable cause statement says the girl told the interviewer Skinner had sex with her on more than one occasion, the first time being when she was 8 years old. The bond recommendation says the girl also told the interviewer that Skinner touched her genitals and forced her to touch his genitals on numerous occasions over a several-year period.

Skinner was interviewed by police on Dec. 16, the probable cause statement says, and he admitted to touching the girl inappropriately and having intercourse with her one time.

Skinner told police he and the girl had been mutually loving and kissing on each other, the statement says.

The bond recommendation says Skinner operated a foster home for several years and approximately 25-30 children have lived in his home since 2005. Law enforcement is investigating whether sexual assaults occurred with any other victims during that time, the recommendation says.

Update: “A Springfield foster parent was sentenced to life in prison after he sexually abused two children that lived with him. The Greene County Prosecutor’s Office says 44-year-old Thomas Skinner II abused one child for four years and another child for two years. One child was 8 years old when the abuse began, the other was 5. Authorities say Skinner’s wife found him with one of the children in a locked bedroom in November 2014 and suspected a sexual assault had taken place. The girl later told a social worker that Skinner had sexually abused her on multiple occasions. Skinner told police he and the girl had been “mutually loving and kissing on each other”. Court records show Skinner has been a foster parent to more than 25 children in his home since since 2005.”
