From Somerville, New Jersey,a Rhode Island man,Paul Monteiro,29,”has been arrested and charged with first-degree human trafficking and first-degree kidnapping after being found in a hotel room in the Somerset section of Franklin Township with a missing 14-year-old girl” from a group home.

He “was also charged with second-degree sexual assault, Somerset County Prosecutor Geoffrey D. Soriano, Somerset County Prosecutor’s Office Chief of County Detectives Timothy M. Fitzgerald and Franklin Township Chief of Police Lawrence Roberts said in a joint news release.
On April 6, 2015, Franklin detectives along with agents from the Federal Bureau of Investigation and the U.S. Department of Homeland Security, who were searching for the missing juvenile, found the pair in an Extended Stay America hotel located on World’s Fair Drive in the township, according to an affidavit filed in Somerset County Superior Court on Wednesday by Franklin Detective Sammy Hernandez. He had brought her there from Rhode Island, authorities said.

The juvenile told police that she had sexual intercourse with the male, who she claimed was her friend, according to the affidavit.

A further investigation revealed an Backpage.com ad for sexual services, the affidavit said. The ad contained pictures of a female with a tattoo on her neck and a unique manicure that matched the tattoo and fingernails of the juvenile found in the room, the affidavit said.

The Somerset County Prosecutor’s Office has joined an ongoing investigation to scrutinize Monteiro’s travels from Rhode Island to New Jersey to determine if he engaged in similar activities in locations other than Franklin, authorities said.

Monteiro is being held at the Somerset County Jail in lieu of a $400,000 cash-only bail set by Judge Julie M. Marino.

“A 29-year-old Providence man is accused of luring a 14-year-old girl from a group home in Rhode Island to work as a prostitute in New Jersey. Paul Monteiro is scheduled to be arraigned Tuesday on charges including sex trafficking of a minor. He was arrested in April in Franklin Township, N.J., and indicted by a federal grand jury last week. The Providence Journal reported that details from the indictment show police tracked the girl to a New Jersey hotel by getting a fix on her cellphone location. Police said Monteiro had sold the girl for sex using an escort advertisement on the Internet.”
