This will be an archive of heinous actions by those involved in child welfare, foster care and adoption. We forewarn you that these are deeply disturbing stories that may involve sex abuse, murder, kidnapping and other horrendous actions.

From South Bossier, Louisiana, foster parent, Terral Anthony Parfait, 51,is “accused of having sexual relations with at least three young boys and producing child pornography, Bossier Parish sheriff’s officials said Tuesday night in a news release.

Terral Anthony Parfait, 51, of …, is charged with three counts of first-degree rape (previously known as aggravated rape) of three different young boys, molestation of a juvenile, one count each of possession of child pornography and production of child pornography.  All victims were under the age of 12.

Parfait, a foster parent who was living alone, admitted to the charges, authorities said.

Bossier detectives began their investigation Monday after one of the victims came forward to law enforcement.  His home was searched with assistance by the Bossier City Marshals Office and the Internet Crimes Against Children Task Force.

Detectives found evidence of downloadable child pornography and nude photographs that Parfait took of the young male victims. Various electronic items were seized. including computers and flash drives, which will be searched as forensic evidence. More charges are anticipated.

Detectives determined Parfait has been engaging in sexual relations with young boys for at least seven years, possibly longer.

They are asking if anyone’s child has been in contact with Parfait, either through the foster care program or visiting his home, to call Bossier Crime Stoppers at (318) 424-4100.

“This is a horrific situation involving the sickening sexual exploits of this man with these young children,” said Bossier Sheriff Julian Whittington.  “We will thoroughly continue this investigation to ensure complete charges are brought forth and ensure this man is never able to victimize young people again.”

Parfait was transported to the Bossier Maximum Security Facility Tuesday evening and booked; bond is pending.  ”

The Gingerbread House in Shreveport is a children’s advocacy center and they say there are some sexual abuse warning signs adults can be on the lookout for:

  • If a child is avoiding a certain person, throwing fits or faking illness to stay away from them
  • If a child is showing regressive behavior like wetting the bed or sucking their thumb after a long period of not having those behaviors
  • If a child has physical symptoms like stomach aches or headaches that can’t be explained
Jessica Milan Miller, Executive Director of the Gingerbread House, said mostly parents and guardians should be aware of any major behavioral changes.
Milan Miller said “All of the sudden things aren’t adding up. They’re either misbehaving at school or being shy. Covering up with heavy clothing even though it’s 90 degrees outside. These are all red flags. Means we need to look at it a little further.”All of these signs could be an indication of abuse but are not guarantees. These should only be a starting point to talk to your child.The likelihood of a sexual predator having more than 1 victim is very high. 70% of sexual predators have between 1 and 9 victims. 20% of sexual predators have between 10 and 40 victims.

Update:“”A horrific situation.”That’s how Bossier Parish Sheriff Julian Whittington describes the case against a foster parent now in jail, charged with raping multiple children while in his care.

And detectives expect more victims to emerge.

BPSO Spokesperson Lt. Bill Davis confirms that 51-year-old Terral Anthony Parfait was in the U.S. Air Force at one time, which means sheriff’s detectives are working with Barksdale Air Force Base to get more information.

But the investigation doesn’t stop here.

Detectives are now checking into other places that Parfait has lived in the past.

On Mayflower Road, a quiet residential street in south Bossier Parish, investigators say a predator lurked.

Parfait, entrusted with caring for children, is now accused of raping them.

“In an instance where a foster parent molests a child, that’s a double trust issue.”

Jessica Miller and her team at the Gingerbread House in Shreveport see first-hand the aftermath of child sex crimes.

In this case, at least three male victims under the age of 12; three counts of first degree rape.

The sheriff’s office says those children are now undergoing forensic interviews at the Gingerbread House.

“We break the questions up into appropriate terms for that age child,” Miller says. “We also always have open-ended questions so that the child can always decide what he or she wants to disclose.”

Authorities say Parfait, who police say admitted to his role in the crimes, also produced child pornography involving children who were in his care.

A house of horrors, according to investigators, and a long road ahead to healing for his alleged victims.

“Sometimes we don’t see that first child that’s coming forward to disclose, that may be [victim] number 40,” explains Miller. “And so there may be multiple victims out there that are suffering in silence.”

Parfait was arrested Tuesday evening at his Mayflower Road home, and taken to the Bossier Parish Maximum Security Facility.

“We will thoroughly continue this investigation to ensure complete charges are brought forth and ensure this man is never able to victimize young people again,” Sheriff Julian Whittington said in a statement.

Sheriff’s detectives say they’re also working with the Louisiana Dept. of Children and Family Services (DCFS) to track any other children Parfait may have beein in contact with as a foster parent.

Hundreds of tapes, DVDs and flash drives, as well as multiple computers were seized by authorities and are being reviewed by investigators.

The sheriff’s office says more charges could be on the way.

Authorities are asking anyone whose children may have come in contact with Parfait in the past to call the Bossier Sheriff’s Office at (318) 965-2203.

Update 2: “The Bossier Parish grand jury on Monday indicted a former foster parent on charges he sexually abused three of the boys the state placed in his care.

Terral Anthony Parfait, 51, of 2500 block of Mayflower Road, was indicted on three counts of first-degree rape. The alleged victims ranged in age from 9 to 12 and the sexual abuse occurred over “years,” District Attorney Schuyler Marvin said.

At the time of his arrest, Parfait was a foster parent living alone. The former airman stationed at Barksdale Air Force Base was divorced but remained in the state’s foster parent program, Marvin said.

Six other boys also lived at Parfait’s foster home — some temporarily, others indefinitely, Marvin said. None of those boys complained of abuse, he said.

The investigation began after one of the alleged victims — now 15 years old — went to his grandmother with a computer hard drive he had stolen from Parfait, Marvin said. There were links to child porn sites as well as nude photos of children that were taken by Parfait, Marvin said.

“The boy felt he had to (steal the hard drive) to prove what he said,” Marvin said.

Detectives said an interview with Parfait led them to believe he had been engaging in sexual relations with young boys for at least seven years.

Parfait is jailed under $500,000 bond. He is awaiting arraignment and faces mandatory life in prison if convicted as charged.”
