How Could You? Hall of Shame-David Baldwin

This will be an archive of heinous actions by those involved in child welfare, foster care and adoption. We forewarn you that these are deeply disturbing stories that may involve sex abuse, murder, kidnapping and other horrendous actions.

From White Bear Lake, Minnesota, “in August, a foster family had its license revoked by the Minnesota Department of Human Services (DHS) due to alleged child abuse.

A report about the David and Ariana Baldwin foster home in White Bear Lake came to Ramsey County in June 2015.

“Ramsey County investigated the report and determined that Mr. Baldwin physically abused a foster child resulting in a bruise on his/her cheek,” reads a DHS document. David Baldwin was given the right to request reconsideration of the allegations but did not do so.

 In August of that year, another report and investigation alleged David Baldwin had abused the child again — another bruise was on the child’s cheek, according to DHS documents. The child was then removed from the home. After Baldwin again did not respond to the allegations, he was ordered not to be in direct contact with any foster children. The Baldwins were only licensed for one child.

David Baldwin never made a request for reconsideration and the Baldwins’ license was revoked the following August at the recommendation of Lutheran Social Services, the licensing authority.”
