From Komsomolsk-on-Amur, Russia, a foster father “detained after schoolgirls revealed they ‘were forced to have sex with him during almost five years’ until one victim confided the alleged abuse to teachers.

The horrifying case in Komsomolsk-on-Amur involves girls aged 17 and under who were fostered to the unnamed man by a local orphanage, says the Russian Investigative Committee.

The alleged paedophile has been detained as 729 separate allegations against him are all investigated under article 131 of the Russian criminal code – rape.

Reports citing law enforcement sources say the man forced four of the five girls to succumb to his sexual demands on a daily basis.

The identities and exact current ages of the girls have not been disclosed, but all are believed to be 17 and under.

Nor is it clear at what age the girls were allegedly initially sexually abused.

Officials of the local child care service are also under criminal investigation for approving fostering arrangements with a ‘lonely’ man whose wife had died, and appeared to have the sole intention of sexually exploiting the children.

They are suspected of failing to monitor the fate of the girls who had been at an orphanage in Khabarovsk region before he became their ‘guardian’.

The man is believed to have been paid by the state some 20,000 roubles ($335) a month for each girl in his care.

This means he received 100,000 roubles or $1,675 a month for caring for the girls he allegedly sexually abused.

Ilya Gudkov, from Khabarovsk Regional Investigative Committee, said: ‘The violent sexual actions of the foster father are now under investigation according to article 131 – rape.

‘According to preliminary information, between September 2012 and February 2017 the man regularly committed heavy sexually violent crimes against the five children of which he was the guardian. After an appeal by the investigators, the court ordered the arrest of this man.’

Gudkov said: ‘During the investigation we will check the fostering procedure of each girl.

‘We will establish reasons and circumstances that led to the crimes, including the responsibility of the child care authorities.

‘We will check if they properly followed the living conditions and up-bringing of the girls in the foster family.’

Igor Komissarov, senior assistant to the chairman of Russian Federal Investigative Committee, said: ‘It was established that the suspect committed 729 crimes to the five fostered girls.

‘The crimes took place from September 2012 to February 2017.’

A local news agency province.ru reported that the ‘scandalous criminal story’ came after ‘a lonely man was quietly allowed to become a guardian of five underage girls’.

Another report stated: ‘The paedophile who was raping his five fostered girls was arrested in Komsomolsk-on-Amur.

‘The maniac was found with the help of one of those girl who told her school about the situation at her school.

‘The five underage girls became victims of this home tyrant.

‘Their foster parent performed regular violent sexual actions towards them. The man who fostered five girls from a local orphanage turned them into his sexual slaves.

‘The details of this horrible story came out when one victim could not bear this constant violence any more – and shared her story with teachers at school.

‘They immediately contacted police who took quick actions and detained the paedophile.’

News site Khabarovsk.md stated: ‘It is very strange that the child care authorities were not suspicious about a lonely man who was adopting girls one by one.

‘All five ‘step-daughters’ became the victims of his violent sexual actions.

‘To four girls out of five he did this almost every day.

‘One victim finally became brave enough to tell her school about the situation in her ‘good family’. All the other girls confirmed the words of their ‘sister’.’

Under Russian law, the man faces a maximum of 15 years in jail if convicted of rape.

Later reports said the man lived with a woman – who was not his wife – and that she had fostered three boys while the girls were in his name.

The pair also had three children between them, making a ‘family’ of 11, it was reported.

The man and woman had received awards and commendations for successfully fostering the children, it is understood.

Alla Kuznetsova, education minister of Khabarovsk region, said repeated inspections had not shown any problems.

‘In the case of this very family, there were no alarms at all,’ she said.

‘Those five girls for whom the man was guardian have been sent back to the orphanage.'”

Update: “A gold-toothed Russian foster father has been accused of more than 900 counts of rape and violent sexual acts, mostly against girls aged 13 or under in his care.

Viktor Lishavsky, 37, abused five schoolgirls for whom he was the legal guardian, treating them as his ‘personal harem’ and ‘sexual slaves’, it is alleged.

The ‘monster’ was detained in June last year but now has been identified as more details of his alleged vile crimes have been revealed.

If convicted he would be the worst-ever paedophile in Russia, reports say.

By day he ran a shoe repair shop but at night he regularly attacked the adolescent girls in his care over a five year period, it is alleged.

He was detained in Komsomolsk-on-Amur after one foster girl complained to a teacher who alerted police about a man who was previously head of an evangelical church in Amursk in Russia’s Far East.

Other underage girls in his foster family then shared details of how he took them one-by-one to a flat and sexually abused them.

He is accused of 248 rapes plus 358 ‘violent sexual acts’ against girls aged 13 or under, according to a leaked charge sheet.

Additionally, he faces accusations of another 22 ‘violent acts of a sexual nature’ against girls below the age of 14.

Lishavsky allegedly committed a further 11 rapes or other brutal sexual attacks in which he threatened murder or serious harm to health. These involved ‘particular cruelty’, according to the charges.

Several other charges relate to torturing the girls and abusing his role as a guardian.

Separately, Lishavsky is accused of a further 122 crimes of ‘a sexual nature with the use of violence, or threat of violence’, and 151 charges of ‘sexual intercourse taking advantage of the helpless state of the victim’ – all these against underage girls between 14 and 17, according to Mash online news outlet which has links to law enforcement and named him, revealing details of the indictments.

Social services in the Khabarovsk region are also accused of negligence in putting vulnerable children including orphans under his supervision.

Lishavsky and his common-law wife Olga are reported to have had three children of their own, and to have fostered up to nine more youngsters.

No charges have been brought against her.

When the case first emerged, officials said an unnamed man had been accused of 729 sexual crimes, but now the figure totals 919 – all but a handful involving sex abuse.

He ‘considered the girls to be his personal harem’, according to a report by Ren TV.

‘With the money that the government paid him as a foster parent, he rented an apartment where he had sex with either one or another foster daughter every other day, or every third day,’ the network said.

The man was paid £265 a month by the state to care for each of the five adolescent girls he abused.

Officials in the Khabarovsk region of eastern Russia are said to be ‘deeply shocked’ over the allegations against a man they viewed as a ‘model foster father’.

Alla Kuznetsova, education minister in the region, said the foster parents had passed repeated inspections by social services.

‘In the case of this family, there were no alarms at all,’ she said.

In the first year there were five inspections. In subsequent years, two checks annually, she said.

She confirmed: ‘Those five girls for whom the man was guardian have been sent back to the orphanage.’

Local fostering chief Tatiana Petrachkova claimed the alleged paedophile and his wife were seen as ‘a trouble-free family’ who had won commendations for the way they raised children.

His foster children were shown on local TV as an example of a successful family helping deprived youngsters.

Senior official of the Russian Investigative Committee Igor Komissarov expressed dismay over the alleged reign of terror from 2012 to February 2017.

‘Just imagine these girls who were given to a rapist,’ he was quoted as saying.

‘Why in Khabarovsk region did the so-called foster dad have the opportunity to rape children under his control for five years?’

He claimed a drive by Vladimir Putin’s government to close orphanages – many dating from the Soviet era – had had the unintended consequence of seeing children taken on by unsuitable foster parents who abused or exploited them, often sexually.

People had come forward to act as foster parents motivated by the money they were paid by the state, he said. ”
