From Oxnard, California, foster parent Billy Duval Williams, 40, “is facing multiple counts of lewd acts with a child following an investigation by the Ventura Police Department.
Ventura police said they launched an extensive investigation into allegations that 40-year-old Billy Duval Williams had ongoing sexual relations with a female juvenile from 2010 to 2014.
nvestigators said the victim was a foster child living in Williams’ home.
Police obtained an arrest warrant for Williams and on August 23, he was arrested during a traffic stop in the 2800 block of North Oxnard Boulevard.
Williams was booked into Ventura County Jail on multiple counts of lewd acts with a child and is being held on $500,000 dollars bail.

Update: “An Oxnard man was sentenced Thursday to 19 years and eight months in prison after pleading guilty to 13 counts of child sexual abuse.
Billy Williams, 43, was a foster parent to the female victim who lived with Williams and his wife in Ventura, according to Senior Deputy District Attorney Erik Nasarenko. The prosecutor said he did not want “to paint with a broad brush” because there are wonderful, loving foster parents but there are some instances where a child who has already faced life challenges is vulnerable to this conduct.
Most of the offenses occurred when the victim was 14 and 15, with the first incidents starting in 2010, Nasarenko said. Among the crimes include three counts of forcible rape, Nasarenko said.
There’s no indication Williams’ wife knew what was going on. Many of the crimes were committed at night when everyone was asleep, Nasarenko said.
In April 2017, at age 21, the victim and her foster mother, Williams’ wife, walked into the Ventura police station to report the crimes, Nasarenko said. He was arrested shortly after and was living in Oxnard by then, he said.
Williams’ deputy public defender Matthew Terry declined to comment.
“The victim is a remarkable young woman despite a very difficult upbringing in the foster care system which led her to believe that she would be discredited and no one would find her allegations true,” Nasarenko said. “She still came forward and told about the horrific crimes that happened to her as a child. She understood that this would be a long process but she never gave up on it.”
Two of the forcible rapes occurred when the girl was 14 and 15. She then left that foster home, Nasarenko said. Williams admitted to special allegations that the rapes involved a minor, which increases his sentence, Nasarenko said.”
The other forcible rape occurred when she returned to the Ventura home at 18, Nasarenko said. Once emancipated, she had “little to few options available to her” so she returned to the abusive home, Nasarenko said.
The victim testified at Williams’ preliminary hearing, which is rare in these types of cases, Nasarenko said. But she wanted to do it, he said.
“She realized she could gain a lot of her power and confront the defendant by explaining what happened and regaining her voice,” Nasarenko said.
She gave a victim impact statement Thursday before Williams was sentenced, and clutched a stress ball as she made the “heartfelt speech,” Nasarenko said. The judge also allowed her biological mot to listen via cellphone, he said.
As part of his sentence, Williams must register as a lifelong sex offender. ”
