From Pleasant Grove, Utah, the “case of a foster dad allegedly filming kids in his bathroom will be reviewed by a third party investigative team, Utah officials said Tuesday.

John Kimble, 57, was arrested over the weekend and police say he could face more than 100 felony charges, many related to child pornography. He and his wife had four boys in their care, two of them adopted and two of them foster children. Police believe Kimble’s wife was unaware of her husband’s alleged crimes.

Pleasant Grove police say he admitted to placing a hidden camera inside a candle holder in the boys’ bathroom, as well as “naked spanking” a younger child in his care.

Biological parents of the children who police say suffered the abuse came forward, upset that Kimble was on the approved list for foster parenting.

2News questioned officials in the Division of Child and Family Services, that administers Utah’s foster care system.

Foster parents submit to an extensive background check and the foster care license includes an annual check of their residence conducted by the Office of Licensing.

State caseworkers visit every foster child at least monthly, conducting face-to-face interviews with the children, away from the caregiver.

In addition to the caseworkers, spokeswoman Sarah Welliver said the entire incident will also be reviewed by a “third-party conflict investigation team,” that will gauge whether the system could’ve done more to prevent the tragedy.

That team reports directly to the state legislature, she said.”

Independent investigators to review case of foster dad police say filmed kids in bathroom

” A Utah man was arrested for suspicion of manufacturing child pornography of multiple victims, sometimes using a hidden camera to record them in a bathroom in his home.

Probable cause documents from the Pleasant Grove Police Department stated there was cause to charge John Kimble with:

Three counts of aggravated sexual abuse of a child
20 counts of manufacturing child pornography
100 counts of possession of child pornography
20 counts of voyeurism

The statement asked that Kimble, in a position of special trust with children, not be granted bail. Prosecutors will determine which formal charges to file against him.

Police served a warrant at Kimble’s home on Friday morning after a minor told an adult he discovered a hidden camera in a bathroom where he was showering and the adult contacted police. The teen described a small black camera hidden in a candle holder.

The reporting adult previously lived at the residence as a minor in Kimble’s care, and had seen the same hidden camera in the same bathroom but feared retaliation if it was reported. The legal adult, also still a teen, said a 10-year-old child had recently been forced to strip naked in front of Kimble as a punishment for his behavior.

As the warrant was served on Kimble’s home, one officer interviewed him while others performed the search and seized items that included electronic devices that could store photos and video. Kimble spoke after he was informed of his Miranda rights and admitted to owning two surveillance cameras.

He told the interviewing officer they would contain child pornography of teen males in his home. He denied touching the teens.

“No, I just like to look,” he told police.

He said he had pictures and videos captured from the bathroom without the knowledge of those recorded.

Kimble also told police he spanks and punishes the little boy when necessary and forced him to take off his clothes so that he knows he will be spanked and to force him to focus on his punishment. The punishments happened in Kimble’s bedroom with the door closed.

Police found media from the bathroom on Kimble’s cell phone, in addition to other child pornography.

“Upon a complete search of his cell phone over 100 pictures and videos depicting obvious children engaging in sex acts John is being charged with 100 counts of possession of child pornography,” the probable cause document states.

“Due to the extremely egregious nature of these offenses and access to many vulnerable children … at his residence victims I am requesting that John not be granted bail of these charges.”

Searching officers found evidence that corroborated what the teen told them.

“Upon a search of the residence the candle holder with a hidden camera inside was discovered in the bathroom exactly as it was described by the complainant.”

The reporting adult said Kimble went into the bathroom immediately before and after children showered, presumably to set up and retrieve the hidden camera.”
