US International Adoption Statistics FY 2018

The 2018 statistics can be found here. The fiscal year 2018 shows that 4,059 adoptions occurred from abroad, down from 4,714 adoptions in FY 2017.

Disruptions

“§104(b) (3):In FY2018, adoption service providers (ASPs) reported 4 disrupted placements in Convention adoptions, i.e., cases in which there was an interruption of a placement for adoption during the post-placement (but pre-adoption) period.”

“In addition, information received from the Department of Health and Human Services pursuant to §422(b)(12) of the Social Security Act indicated 72 cases of children from other countries entering state custody as a result of the disruption or dissolution of an adoption.””The most recent APSRs were submitted on June 30, 2018 and contained information from FY 2014-2018.”

So 1163/4714 as Non-Convention cases which is 24.67%. So 75.33% of cases follows Hague! That is Up from 68.8% of cases FY 2017 and66.09%in FY2016 and 64.47% in FY2015 and 56.2% in FY2014 and 47.52% from FY2013.

Latvia is UP to 79 placements (71 placements in FY 2017)

Ghana is DOWN to 15 placements (21 placements in FY 2017)

Taiwan is DOWN to 32 placements (44 placements in FY 2017)

Jamaica is DOWN to 40 placements (51 placements in FY 2017)

Guatemala remains the same as FY 2017 with 1 placement

Morocco is DOWN to 18 placements (31 placements in FY 2017)

Sierra Leone is UP to 70 placements (44 placements in FY 2017)

Thailand is UP to 43 placements (34 placements in FY 2017)

Poland is DOWN to 34 placements (65 placements in FY 2017)

Kyrgyzstan is UP to 17 placements (16 placements in FY 2017)

Mexico is UP to 26 placements (12 placements in Fy 2017)

Armenia is UP to 12 placements (10 placements in FY 2017)

Connecticut, New York, Florida, Indiana, Louisiana, Maine, Nevada, New Jersey, South Carolina, Utah, California, Oregon, Texas all contributed to the OUTGOING placements of 81 children to Australia, Austria, Canada, Ireland, Mexico, Monaco, Netherlands, Switzerland, and United Kingdom.

““Every year nothing changes, except that fewer children receive a loving, nurturing family through intercountry adoption,” said Chuck Johnson, the council’s president and CEO. “Orphaned, abandoned and vulnerable children around the world are counting on the U.S. to do better, and the State Department should re-evaluate what it’s doing, appoint people who can more effectively carry out this important mission and work more collaboratively with the U.S. adoption community.”
